President Bush's political advisers "are now all but certain that" Howard Dean "will be the Democratic presidential nominee," and "they are planning a campaign that takes account of what they see as Dean's strengths and weaknesses," the New York Times reports.
"Republican strategists say the Bush campaign will seek to portray Dean as a tax-and-spend liberal who cannot be trusted on national-security issues," the Washington Times reports.
