Spanish Prime Minister Jose Luis Rodriguez Zapatero, who pulled his country's troops out of Iraq, has been having difficulty getting through to President Bush to congratulate him on his reelection, Reuters reports. White House spokesman Scott McClellan explains that "calls are scheduled at times that are mutually convenient. Some calls are able to be scheduled quicker than others."
However, the president did have a "private meeting" with former Prime Minister Jose Maria Aznar, a conservative, on Tuesday.
