Sen. Joe Biden (D-DE) "became the first to declare his 2008 intentions, if not his candidacy, in what may well turn into a stampede of hopefuls in both parties," USA Today reports. The senator "said he would make a 'hard' decision in two years, based on whether he thinks the country is ready for him and his ideas."
