The Tsunami Game

The kids section on the Federal Emergency Management Agency website has an online Tsunami game. "A tsunami has just hit FEMA Beach and has rearranged a few things. Please put the 9 objects back where they belong to see the cyber-prize!"

What were they thinking?

Update: Wisely, FEMA took down the game. Google still has it cached, however.
