"Under state law, a special election must be held between 145 and 160 days after a House incumbent files a letter of resignation. But the clock would start as soon as the letter is filed, even if it establishes the incumbentís intent to resign at a later date. The only condition is that the special election must be held after the incumbent actually leaves office."
