“Mr. Mulvaney, the acting chief of staff and director of the White House Office of Management and Budget, carried out the president’s order to suspend nearly $400 million in military aid to Ukraine. Mr. Bolton, who has since resigned as national security adviser, protested the move and — before the hold on the money was lifted — promised Ukrainian officials during a visit to Kyiv in August that the U.S. wouldn’t revoke it.”
