The EPA “is revoking a Trump-era rule that overhauled how the agency evaluates air pollutants, a move the Biden administration says will make it easier to enact limits on dangerous and climate-changing emissions,” the Associated Press reports.
Water Shortages Threaten Southwest’s Near Future
New Republic: “Two months ago, researchers at Utah State University estimated that Arizona, California, and Nevada would collectively have to cut their intake of Colorado River water by 40 percent over the next three decades due to drought.”
“At a public meeting last Thursday, the Arizona Department of Water Resources confirmed the warnings: The cutbacks are coming, and soon.”
Arizona Republic: “With the Colorado River’s largest reservoir just 38% full and declining toward the threshold of a first-ever shortage, Arizona water officials convened an online meeting this week to outline how the state will deal with water cutbacks, saying the reductions will be ‘painful’ but plans are in place to lessen the blow for affected farmers next year.”
What’s the Beef About Meat and Climate Change?
After a week in which Republicans falsely claimed President Biden was trying to ban hamburgers, Sara Goddard has the facts on meat and climate change.
EPA Will Let California Set Climate Limits for Cars
“The Environmental Protection Agency announced Monday that it will move to grant California permission to set stricter climate requirements for cars and SUVs, a reversal of a key Trump administration policy,” the Washington Post reports.
“The step, coming days after the Transportation Department withdrew Trump-era restrictions of state tailpipe emission rules, could help pave the way for a broader climate deal with the nation’s automakers.”
Kudlow Mocks Biden’s Climate Plan
Larry Kudlow claimed on Fox News that under President Joe Biden’s new climate plan grilled Brussels sprouts would replace hamburgers at the 4th of July.
Said Kudlow: “Ok, got that? No burger on July 4. No steaks on the barbecue. I’m sure Middle America is just going to love that. Can you grill those Brussels sprouts? So get ready. You can throw back a plant-based beer with your grilled Brussels sprouts and wave your American flag. Call it July 4th Green.”
The U.S. Is Back on Climate
Politico: “Biden can’t control whether Congress will pass his green-themed $2.5 trillion infrastructure bill, or whether the Supreme Court will let him regulate carbon pollution. He can’t control whether other nations trust his climate commitments after four years of American backsliding.”
“All he can control is his executive branch — which he’s stacked with a who’s who of climate leaders — and he served notice to the world this week that he intends to transform his entire government into an emissions-cutting machine.”
“In Washington, saying you want to do something is always easier than doing it. But it still means something when a president says something on the global stage, and Biden could not have said with any more clarity in front of a more relevant audience that he wants to accelerate the transition to clean energy. Now he just has to try to do it.”
Biden’s Climate Place Faces Global Skepticism
“The U.S. government finds itself in an unfamiliar position midway through President Joe Biden’s global climate summit: struggling to deploy the moral authority and financial heft needed to assume global leadership,” Politico reports.
“Washington’s history of backing out or failing to ratify climate commitments now jeopardizes widespread support for Biden’s just-announced plans to cut U.S. carbon dioxide output between 50 and 52 percent by 2030, compared with 2005 levels. Surface-level positive feelings from foreign leaders toward Biden belies fundamental tensions around how both the U.S. and its allies and competitors can achieve such cuts, and who should pay.”
Biden Says U.S. Will ‘Take Action’ on Climate Change
President Biden declared America “has resolved to take action” on climate change and called on world leaders to significantly accelerate their own plans to reduce greenhouse gas emissions or risk a disastrous collective failure to stop catastrophic climate change, the New York Times reports.
Green That Life: Here’s what you can do right now.
Biden Moves to Unwind Trump Auto-Emissions Policy
“The Biden administration is moving to end a legal battle with California over the state’s authority to regulate motor-vehicle emissions, setting the stage for stricter regulations on the auto industry,” the Wall Street Journal reports.
“Administration officials could announce their first steps as early as Friday, these people said, as President Biden concludes a two-day international summit via videoconference to address climate change. It would be the latest in a series of efforts to unwind Trump administration policies that eased environmental rules.”
Brazil Wants to Be Paid Not to Raze Amazon
Wall Street Journal: “Brazil’s government, widely criticized by environmental groups as a negligent steward of the Amazon rainforest, has made an audacious offer to the Biden administration: Provide $1 billion and President Jair Bolsonaro’s administration will reduce deforestation by 40%.”
“Supported by some influential scholars and Amazon dwellers, Mr. Bolsonaro argues that the only way to save the jungle is through carbon credits and by financing sustainable economic activities… The request is likely just among the first of many similar to follow as developing nations start to negotiate with industrialized countries about who pays for costly programs to address climate change.”
Biden Readies Ambitious Pitch on Climate Change
Politico: “The U.S. officials have a lot of ground to make up after years of the federal inaction, and Biden has pushed his team led by John Kerry and national climate adviser Gina McCarthy to move quickly by organizing the global summit less than 100 days into his tenure. That scramble has left a lot of questions circulating about exactly what to expect from the speeches from the 40 nations invited to participate in the virtual event Thursday and Friday.”
A reminder: It’s Earth Day tomorrow.
Biden Has Assembled an All Star Climate Team
Michael Grunwald: “It’s often said in Washington that personnel is policy, and it would be hard for the president not to push the climate envelope after hiring so many envelope-pushers. If Biden has recruited the climate equivalent of America’s 1992 Olympic ‘Dream Team’ — as Ali Zaidi, McCarthy’s deputy, describes it — his Michael Jordans and Charles Barkleys will all expect to hoop.”
“There just isn’t much subtlety about the Biden team’s enthusiasm for climate action… Team members say their meetings are a bit surreal — not only because they’re all virtual, but because the participants all understand without ever saying so explicitly that their goal is decarbonizing the country… To Washington Republicans, all this unabashed green cheerleading reflects a liberal government stocked with radical ideologues by a supposedly moderate president.”
Biden Plans to Cut Emissions by Half by 2030
“President Biden this week will pledge to slash U.S. greenhouse gas emissions at least in half by the end of the decade, as part of an aggressive push to combat climate change at home and convince other major economies around the world to follow suit,” the Washington Post reports.
Green That Life: Why protecting the environment is more important than ever.
U.S. and China to Cooperate on Climate Change
Wall Street Journal: “The U.S. and China, the world’s two biggest emitters of greenhouse gases, said they would work together to set more ambitious goals to tackle climate change, a rare statement of agreement at a time of heightened bilateral tensions.”
Get Ready for Earth Day!
Earth Day is next week and it will be mostly virtual again this year.
Sara Goddard has some good tips for celebrating and also offers 10 book recommendations so you can learn more about protecting the environment.

Sara Goddard has six successful communications strategies.
Working Together on Infrastructure
Bloomberg: “Labor unions and environmental groups are joining forces to lobby the White House and Democratic congressional leaders to back $4 trillion worth of spending in the coming long-term economic plan — in a sign that sometimes testy relations between the two constituencies are thawing.”
Biden Faces ‘Moment of Truth’ on Climate Promises
Washington Post: “By April 22, when President Biden convenes world leaders for an Earth Day summit, he is expected to unveil a new, aggressive plan to cut U.S. greenhouse gas emissions between now and 2030. The moment is aimed at reestablishing American leadership in the fight to limit the Earth’s warming to no more than 1.5 degrees Celsius compared with preindustrial levels — a threshold beyond which scientists predict irreversible environmental damage.”
“As he crafts the much-anticipated pledge, Biden is facing conflicting political pressures at home and abroad.”
“A sizable chunk of the Democratic Party’s base and climate activists who helped elect Biden — and a chorus of scientists — want the United States to take bold action to slash emissions at least in half by the end of this decade, compared with 2005 levels. They argue that’s critical to pressure other major economies to follow suit and to help the world avoid catastrophe.”
