But Brown’s decision was likely to carry extraordinary weight in higher education because it had previously reached a settlement with the Trump administration to restore hundreds of millions of dollars in federal research funding.”

Goddard spent more than a decade as managing director and chief operating officer of a prominent investment firm in New York City. Previously, he was a policy adviser to a U.S. Senator and Governor.
