The Atlantic: “Robert Mueller’s allegation that Manafort attempted to tamper with a witness permits us to peer inside Manafort’s mind, as it has functioned in a very different set of circumstances. When it comes to Manafort’s own deep problems, his moment of legal peril, he seems unable to muster strategic thinking. He has shown himself capable of profoundly dunderheaded miscalculations.”

“It’s hard to understand how he could have attempted the scheme described by Mueller in the midst of the highest-profile most-scrutinized criminal inquiry of the century. But that alone fails to capture the depths of his blundering.”

Patrick Will Make Decision on 2020 Bid By End of Year

Former Massachusetts Gov. Deval Patrick (D) is inching closer toward deciding on a 2020 presidential run, Politico reports.

“The former two-term Democrat plans to hit the campaign trail in a handful of races around the country this fall, which would ‘help him sort it out by the end of the year,’ said John Walsh, a close adviser who managed Patrick’s 2006 insurgent gubernatorial campaign and later headed up his leadership PAC.”

“Patrick has only run for one office in his political career: governor of Massachusetts, where he served for two terms from 2007 to 2015. But he has been encouraged by members of President Barack Obama’s inner circle to run for president.”

Hundreds of Migrant Kids Separated from Parents

“Border agents and child welfare workers are running out of space to shelter children who have been separated from their parents at the U.S. border as part of the Trump administration’s new ‘zero tolerance’ policy,” NBC News reports.

“As of Sunday, nearly 300 of the 550 children currently in custody at U.S. border stations had spent more than 72 hours there, the time limit for immigrants of any age to be held in the government’s temporary facilities. Almost half of those 300 children are younger than 12.”

Race for Illinois Governor Surges Past $200 Million

Politico: “Billionaire J.B. Pritzker (D) dropped $25 million into his campaign this week and Gov. Bruce Rauner’s (R) campaign is preparing to air at least $1 million in attack ads beginning Tuesday, keeping the Illinois governor’s election on track to be one of the most expensive in U.S. history.

“After a brief ceasefire, the two wealthy businessmen restarted their frenzied pace of spending this week for an election that’s still five months away. Pritzker, who has already pumped $100 million of his own personal wealth into the contest, has not set a limit on what he’s willing to spend.”

“In fact, a source close to the Pritzker campaign said, the Democratic businessman is vowing to spend double whatever multimillionaire Rauner puts into the contest.”

California Primary May Be Leading Indicator for Midterms

Nate Cohn: “The quirks that make the California primary risky for Democrats also make it a leading indicator of the general election. … Since 1990, the major party vote share in top-two congressional primaries in Washington (which also uses the top-two system) and California has differed from the general election result by an average of just three percentage points.”

“This is about as good as any data we’re going to get. The average House poll over the final three weeks of an election is off by an average margin of 6.2 points… So the primary results are a bit like getting a free round of more than 50 final House polls in early June.”

“If this is a wave environment like in 2006 or 2010, which would probably make the Democrats slight to modest favorites to retake the House, it shouldn’t be too hard to tell. Seat by seat, Democrats would probably be pretty close to half the vote in the seven California districts that Hillary Clinton won in Republican territory in 2016.”

Democratic Race for Maryland Governor Up in the Air

Three weeks before their primary, Maryland Democrats remain largely undecided about who to nominate for governor, according to a new Washington Post-University of Maryland poll, in a race overshadowed by record popularity for incumbent Gov. Larry Hogan (R).

Benjamin Jealous (D) leads Rushern Baker (D) in the sizable Democratic pack, 21% to 16%. But the outcome of the race probably will depend on the nearly four in 10 likely voters who have not yet settled on a candidate.

Meanwhile, Hogan has a 71% approval rating.

Manafort Accused of Witness Tampering

Special counsel Robert Mueller said in a court filing that former Trump campaign manager Paul Manafort has attempted to tamper with potential witness, Reuters reports.

New York Times: “Prosecutors said that was a violation of Mr. Manafort’s release while he awaits trial. They asked a federal judge to revise the terms of his release or revoke it entirely, which would send him to jail until trial.”

Trump’s Lawyers Prepare for Showdown with Mueller

“Despite President Trump’s declarations that he has expansive powers that could blunt the special-counsel investigation, his legal team is preparing for the possibility of a presidential interview, or a legally precarious subpoena battle over such a sit-down,” the Washington Post reports.

“Trump declared in tweets Monday that he has the ‘absolute right’ to pardon himself and called the special counsel unconstitutional, the latest efforts by the president and his lawyers to assert his authority over the federal law enforcement system.”

“But private moves by Trump’s attorneys and advisers indicate that — despite the president’s public bravado — they are readying for a fraught legal confrontation that could have far-reaching consequences.”

Trump Team Pushed False Story About Meeting

“For nearly a year, the denials from President Trump’s lawyers and spokeswoman were unequivocal. No, the president did not dictate a misleading statement released in his son’s name,” the New York Times reports.

“But in a confidential, hand-delivered memo to the special counsel, Mr. Trump’s lawyers acknowledged that, yes, Mr. Trump had dictated the statement, which attempted to deflect questions about a meeting with a Kremlin-tied lawyer at Trump Tower. Prosecutors are asking whether the statement was part of an effort by the president to obstruct a federal investigation.”

“Even for a president whose false statements have been constantly cited by fact-checkers, this was a stark private acknowledgment of what was a repeated public falsehood.”

High Stakes for House Democrats In California

David Wasserman: “Under California’s rules, all candidates in all 53 districts run on the same primary ballot and the top two finishers, regardless of party, advance to the general election. In a few GOP-held seats, there are so many Democrats running that they risk splitting enough votes to allow two Republicans — and zero Democrats—to advance to November. That would be a nightmare scenario for Democrats in otherwise terrific pickup opportunities.”

“Although a shutout isn’t especially likely in any district, it’s a legitimate fear for Democrats. Despite President Trump’s unpopularity in the state and the news that registered Republicans just fell behind ‘no party preference’ voters into third place on the state’s rolls, statistics on vote-by-mail ballots show Republicans, white voters and older voters returning primary ballots at significantly higher rates than Democrats, non-white voters and young voters.”

“Originally, Democrats’ greatest shutout fear was in California’s 48th CD, where GOP Rep. Dana Rohrabacher faces an intra-party challenge from former ally and Orange County GOP Chair Scott Baugh. But with several late polls showing Baugh falling back, some Democrats are more concerned about the 39th CD, where GOP Rep. Ed Royce is retiring and a GOP drive to recall state Sen. Josh Newman over his gas tax vote is priming GOP turnout.”

“Howard Schultz, who built the coffee chain into a global giant, is leaving the company. He has been an outspoken leader on civic issues, and this move has reignited speculation that he might plan a run for political office,” the Washington Post reports.

New York Times: “Mr. Schultz’s decision to retire, a plan he said he privately outlined to the board a year ago, will most likely stoke speculation that he is considering a run for president in 2020. He is frequently mentioned as a potential candidate for the Democratic Party and has become increasingly vocal on political issues, including criticizing President Trump last year as ‘a president that is creating episodic chaos every day.'”
