“Legislation that would give Delaware’s three electoral votes to the presidential candidate who gets the most votes nationwide rather than in the First State is poised to become law,” the Delaware State News reports.
“By a 24-17 vote, the House on Thursday sent the bill to Gov. John Carney, who has said he will sign it.”
“Currently, the provision is law in 11 states plus Washington D.C., although the legislatures in three states — Colorado, New Mexico and Delaware — have also passed the bill.”
