“Sen. Rand Paul (R-KY) said he would launch a ‘talking filibuster’ this afternoon, one of the only tools to slow the consideration of the $95 billion foreign aid package,” Punchbowl News reports.
“But since the Senate has already invoked cloture on the amendment to the bill, Paul can only speak for up to one hour before yielding to someone else. This could ultimately cause a delay if Paul does this after the next procedural votes, too.”
