Punchbowl News: “Speaker Mike Johnson hosted an animated and at times heated meeting in the Capitol Wednesday afternoon during which hardline conservatives warred with appropriators and GOP leadership over the pending FY2024 funding bills — including whether House Republicans should force a government shutdown in order to try to win policy fights…”

“This was a long meeting with spats of yelling. But the basic gist is this — appropriators effectively told the hardline conservatives that they have no chance of exacting the kinds of ‘poison pill’ riders that the House approved in GOP-only spending bills. The cardinals argued that a government shutdown was idiotic and would only hurt House Republicans…”

“The conservatives angrily accused Johnson and GOP appropriators of ‘surrendering’ and giving up too easily on Republican priorities.”

Verdict in Trump’s Civil Trial Expected Today

“A verdict is expected Friday in Donald Trump’s New York civil fraud trial, adding to a consequential week on the former president’s legal calendar,” the AP reports.

“Trump could be hit with millions of dollars in penalties and other sanctions in the decision by Judge Arthur Engoron, who has already ruled that the former president inflated his wealth on financial statements that were given to banks, insurers and others to make deals and secure loans.”

Trump Permits January 6-Related Lawsuits to Advance

“Donald Trump is passing up the chance to add a fourth case to a trio of Trump-related appeals already stacked up at the Supreme Court,” Politico reports.

“Trump elected not to ask the justices to reverse a federal appeals court ruling issued in December rejecting his claim that presidents have absolute immunity from being sued for actions taken while they are in office.”

“That means at least three lawsuits brought against him in the aftermath of the Jan. 6 attack on the Capitol can advance to the next phase — a period of limited evidence-gathering related to Trump’s activities on Jan. 6, 2021 and whether they were official or political in nature.”

Nobody Knows Which Political Ads Work and Why

“Some political ads work a lot better than others. But nobody really knows what will reliably make an ad click with voters,” Politico reports.

“That’s one of the major findings of a new study from researchers who analyzed data from Swayable, a platform used by Democrats to test the effectiveness of different messages and advertisements.”

“The study analyzed more than 600 ads produced by more than 50 campaigns and outside groups across the 2018 and 2020 cycles. Some ads are definitely more effective at influencing vote choice than others, the researchers found, but what voters respond to year-over-year is far less clear.”

Rep. Matt Rosendale (R-MT) “is dropping his Montana Senate bid less than a week after he officially launched it,” Politico reports.

“Rosendale had publicly explored a campaign for months, teasing his entrance into the race in conversations with like-minded Republicans. But by the time he got in, it appeared already too late: Just hours after his entry, former President Donald Trump endorsed veteran Tim Sheehy. Rosendale said he concluded his path was irrevocably severed by the former president.”

Rule Vote Failures Are Big Warning Sign for GOP

Politico: “This House is the first one in modern history to have six rule votes — three under former Speaker Kevin McCarthy and three under Speaker Mike Johnson — tanked in one Congress. Before last year, a rule vote hadn’t failed in two decades.”

Said House Rules Committee Chair Tom Cole (R-OK): “It’s unfortunate. Look, rules not passing weakens the majority. The rule is designed to maximize the chance of passing something on the floor that the majority wants to do, not to be used as a weapon by one group against another group.”

“And the latest failure had a bright red warning sign for Johnson. There were a few non-conservatives who voted against the rule because they didn’t support the underlying legislation. That means the rebellious behavior of the existing rabble-rousers is spreading, at least in part because Johnson and McCarthy rewarded the behavior they wanted to exterminate.”

Jim Clyburn to Play More Active Role in Biden’s Campaign

Rep. Jim Clyburn (D-SC) stepped down Wednesday from his position in House leadership in part to spend more time working on Biden’s reelection campaign, Time reports.

“While he had already been working as a Biden surrogate, Clyburn is expected to play a more active role in the President’s reelection campaign, as a voice with deep experience understanding Biden’s coalition and how to reach Black voters, said the person familiar with the decision. Clyburn is also likely to travel to key states to talk to voters for Biden’s campaign.”

“The funding partner for Trump Media & Technology Group said it has received regulatory approval from securities regulators that will allow it to proceed with a long-delayed merger,” CBS News reports.

“The combination could provide former President Donald Trump with a stake worth almost $4 billion.”

“Clearing this regulatory hurdle amounts to a major win for Trump and his media business, which runs the conservative-leaning Truth Social platform. The merger has been in the works since October 2021, but had stalled because of regulatory concerns and other roadblocks.”

“Ukraine’s top military-intelligence officer said Russian invasion forces in his country are using thousands of Starlink satellite internet terminals, and that the network has been active in occupied parts of Ukraine for ‘quite a long time,'” the Wall Street Journal reports.

“Lt. Gen. Kyrylo Budanov’s comments in an interview suggest that Russia is starting to acquire Starlink terminals, made by Elon Musk’s SpaceX, at a scale that could cut into a major Ukrainian battlefield advantage.”

Rep. Don Bacon (R-NE) told Politico a compromise Ukraine-border funding bill would be unveiled Thursday — the last day before the House leaves D.C. for a week-plus recess — with a group of four bipartisan co-sponsors.

“The group is focusing their proposal on military assistance, trimming billions in humanitarian and economic aid from the $95 billion package passed by the Senate this week. Those lawmakers also plan to include a form of the Trump-era ‘Remain in Mexico’ immigration policy.”

“Bacon predicted trimming non-military aid approved by the Senate could reduce the price tag of his counterproposal into the low $60 billion range.”
