Infrastructure Bill Passes Key Test Vote

“The Senate on Saturday voted to start wrapping up a roughly $1 trillion bipartisan package, clearing a key hurdle to finishing the bill,” The Hill reports.

“Senators voted 67-27 to advance the bill. Eighteen GOP senators voted with all Democrats to help get the legislation over the 60-vote hurdle.”

“Without an agreement, the bill will face another vote on Sunday to formally shut down debate and put the bill on a glide path to passage. If every Democrat continues to vote yes, that means they need to have 10 GOP senators in order to get over the final hurdle for the bill.”

Jeffrey Clark, a Trump-appointed assistant attorney general, believed Chinese hackers used special thermometers to change votes from Donald Trump to Joe Biden in the 2020 election—and he demanded an intelligence briefing to prove it, CNN reports.

Said Clark, in an email: “Hackers have evidence that a Dominion machine accessed the Internet through a smart thermostat with a net connection trail leading back to China.”

U.S. Now Averaging 100,000 COVID-19 Cases a Day

“The U.S. is now averaging 100,000 new COVID-19 infections a day, returning to a milestone last seen during the winter surge in yet another bleak reminder of how quickly the delta variant has spread through the country,” the AP reports.

“The U.S. was averaging about 11,000 cases a day in late June. Now the number is 107,143.”

Politico: “The Senate will take a key vote Saturday to advance the bipartisan infrastructure bill, with final passage right around the corner. The noon vote comes after senators on Thursday failed to reach an agreement for additional amendments. While timing for a final vote remains unclear, the Senate could pass the package as soon as Saturday if all senators get on board.”

Punchbowl News: “The Senate returns to session at 11 a.m. tomorrow, and there will be a cloture vote around noon to cut off debate on the 2,700-page, $1 trillion bipartisan infrastructure bill. After that, everything is up in the air as far as scheduling goes. It’s clear there’s sufficient support among senators to invoke cloture — clear a parliamentary hurdle — on the massive package (which is technically a substitute amendment), yet there is no endgame deal at this point.”

“Absent any kind of agreement between the two sides — and Sen. Bill Hagerty (R-TN) wouldn’t go along with such a deal Thursday night — there’ll be up to 30 hours post-cloture debate time. That will be followed by a simple majority vote on the substitute amendment (the bipartisan infrastructure bill). At that point, another cloture vote will be in order on the underlying legislation (the INVEST Act, a House-passed infrastructure measure.) Again, that may be followed by up to 30 hours of post-cloture debate time. Amendment votes would be allowed during this period. Then there would then be a vote on passage of the entire package. Yeah, it’s complicated.”

“In the worst case, this final vote could happen Tuesday. We don’t believe it will go that long, but it could.”
