“The White House, for two months, has warmly embraced the Kremlin,” the New York Times reports.

“But President Vladimir Putin of Russia has given little in return, despite his professed willingness to cooperate.”

“His forces have carried on bombarding Ukraine, both on the front and deep into the Ukrainian heartland. He has barely budged in peace negotiations, freighting an agreement to a unconditional 30-day cease-fire with myriad conditions. His subordinates have dragged out talks, voicing requirements for a limited Black Sea truce in recent days.”

Israel to Reoccupy 25% of Gaza

“The Israeli military will expand its ground operation in Gaza to occupy 25% of the enclave over the next two to three weeks,” Axios reports.

“An Israeli official said the ground operation is part of a ‘maximum pressure’ campaign aimed at forcing Hamas to agree to release more hostages. But reoccupation could go beyond Israel’s stated objectives of the war and could serve as a pretense for pressing Palestinians to leave Gaza.”

GOP Lawmaker Ready to Risk Trump’s Wrath

Rep. Don Bacon (R-NE) “is none too pleased with President Trump’s approach to negotiations meant to end Russia’s three-year-old invasion of Ukraine — and he doesn’t care who knows it,” the New York Post reports.

Said Bacon: “I feel so strongly about it, I just don’t care… He has been very weak on Ukraine and he’s been a bit of an appeaser to Russia.”

He added: “You got some folks who buy into the same propaganda that I think that the Russians use.”

Writing in the New York Times, Bacon accuses Trump and his GOP colleagues of handling the Russian president with “velvet gloves.”

Americans Back Trump on Immigration But Not Trade

A new AP-NORC poll finds about half of Americans approve of President Trump’s approach to immigration, but only about 4 in 10 have a positive view of the way he’s handling the economy and trade negotiations.

“The poll indicates that many Americans are still on board with Trump’s efforts to ramp up deportations and restrict immigration. But it also suggests that the Republican president’s threats to impose tariffs — which have been accompanied by tumbling consumer confidence and wild stock market swings — might be erasing his advantage on another issue that he made central to his winning 2024 campaign.”

Burden of Tariffs Could Fall Heavily on Consumers

New York Times: “Peter Navarro, a senior trade adviser to Mr. Trump, told Fox News on Sunday that the sweeping tariffs the president was imposing would raise about $6 trillion over the next decade, with those revenues going toward funding ‘the biggest tax cut in American history for the middle class.'”

“While he insisted that Americans would not bear the cost, those estimates imply that the burden of tariffs could fall heavily on consumers, rather than encouraging companies to reshore supply chains.”

“Trade experts have argued that using tariffs to raise revenue directly contradicts the goal of using tariffs to bring factories back to the United States. In order for the government to take in so much revenue, Americans would need to continue buying substantial amounts of imported products.”

Jonathan Chait: “The Constitution is clear that he cannot run for a third term as president, and most scholars agree that running as a vice president, and then having the elected president step down, is not a valid loophole.”

“But as Trump has repeatedly demonstrated, questions of the law and the Constitution ultimately reduce to power struggles. If you hear somebody say Trump is not allowed to do something, the first question to ask is What’s the enforcement mechanism? The courts may be likely to rule against permitting him to run as either president or vice president. But such cases are unlikely to be decided until after the Republican convention has locked in the party’s choice, forcing the courts to choose between effectively canceling the presidential election and enforcing the Twenty-Second Amendment.”

“Would five justices on the Supreme Court have the guts? Would the states follow such a ruling in a white-hot atmosphere where Republicans would accuse the judicial branch of nullifying democracy? Every apparently solid assumption about the inviolability of the two-term limit gets porous upon close inspection.”

But ask economists which of the administration’s policies they are most concerned about and many point to cuts to federal support for scientific research,” the New York Times reports.

“The Trump administration in recent weeks has canceled or frozen billions of dollars in federal grants made to researchers through the National Institutes of Health, and has moved to sharply curtail funding for academic medical centers and other institutions. It has also, through the initiative called the Department of Government Efficiency, tried to fire hundreds of workers at the National Science Foundation, an independent federal agency. And it has revoked the visas of hundreds of foreign-born students.”

Goddard spent more than a decade as managing director and chief operating officer of a prominent investment firm in New York City. Previously, he was a policy adviser to a U.S. Senator and Governor.

Goddard is also co-author of You Won - Now What? (Scribner, 1998), a political management book hailed by prominent journalists and politicians from both parties. In addition, Goddard's essays on politics and public policy have appeared in dozens of newspapers across the country.
