Governor Can Lock In 400-Year School Funding Increase
“The Democratic governor of Wisconsin’s creative use of his uniquely powerful veto can lock in a school funding increase for 400 years, the state Supreme Court ruled Friday,” the AP reports.
“The split ruling from the liberal-controlled court affirms the partial veto power of Wisconsin governors, which is the broadest of any state and has been used by both Republicans and Democrats to reshape spending bills passed by the Legislature.”
“Wisconsin is the only state where governors can partially veto spending bills by striking words, numbers and punctuation to create new meaning or spending amounts. In most states, governors can only eliminate or reduce spending amounts.”
Trump Releases Files on RFK Assassination
“President Donald Trump’s administration on Friday released more than 10,000 pages of files related to the 1968 assassination of former Senator Robert F. Kennedy, following through on an executive order aimed at declassifying documents over the killings of high-profile Americans,” Bloomberg reports.

Trump State Department Redefines ‘Human Rights’
“The Trump administration is substantially scaling back the State Department’s annual reports on international human rights to remove longstanding critiques of abuses such as harsh prison conditions, government corruption and restrictions on participation in the political process,” NPR reports.
“Despite decades of precedent, the reports, which are meant to inform Congressional decisions on foreign aid allocations and security assistance, will no longer call governments out for such things as denying freedom of movement and peaceful assembly. They won’t condemn retaining political prisoners without due process or restrictions on ‘free and fair elections.'”
“Forcibly returning a refugee or asylum seeker to a home country where they may face torture or persecution will no longer be highlighted, nor will serious harassment of human rights organizations.”
Trump Weighs Earth Day Move Against Green Groups
“White House officials are preparing executive orders that would strip some environmental nonprofits of their tax-exempt status, setting up a possible Earth Day strike against organizations seen as standing in the way of President Donald Trump’s push for more domestic oil, gas and coal production,” Bloomberg reports.
“The effort comes alongside other administration moves to use the US tax code or government funding to single out groups that oppose the president’s agenda.”
Ukraine and U.S. Sign Economic Agreement
“Ukraine and the United States signed a memorandum of understanding late on Thursday as a ‘step toward a joint economic partnership agreement,’ according to Ukraine’s economy minister, bringing both sides closer to a minerals deal that has gone through multiple, contentious rounds of negotiations,” the New York Times reports.
“The agreement was thin on details. While it referred to the creation of a fund that would invest in reconstruction in Ukraine — which has been devastated by the war Russia has waged since a full-scale invasion in 2022 — it did not specify the source of such revenue.”
