Federal Layoffs Are ‘Likely’

“The assistant commissioner of a division of the General Services Administration told staff early this week that layoffs across the federal government are ‘likely’ after the deferred resignation offer expires Thursday — the sharpest move yet toward forcibly removing many of the 2.3 million civilian federal employees,” the Washington Post reports.

U.S. Begins Migrant Flights to Guantanamo Bay

“The first two flights carrying detained migrants from the U.S. to Guantanamo Bay have headed to the naval base in Cuba, as the Trump administration begins to expand a small migrant-detention center there,” the Wall Street Journal reports.

New York Times: “The decision is a change in how the United States handles people it deports. The U.S. government has long held migrants it picked up at sea in a facility at Guantánamo Bay, but it has not flown migrants from within the United States to the base.”

“It also serves as a significant symbol of President Trump’s attempts to cut off legal and illegal immigration, a key pillar of his campaign for the presidency and part of his promise for his administration.”

All Eyes Are Now on the Courts

Politico: “With a blinding speed that has left adversaries virtually paralyzed, Trump allies are purging the Justice Department and FBI of perceived enemies. Elon Musk, empowered by Trump, has deployed a band of loyalists to take over the federal spending apparatus managed by the U.S. Treasury. Trump’s temporary pick to lead federal prosecutions in Washington says anyone who resists Musk’s efforts could be breaking ‘numerous laws.'”

“The White House is attempting to freeze virtually all federal grants, which nonprofits say is already wreaking havoc on programs for vulnerable Americans. With almost no notice, the administration has dismantled the agency responsible for international aid and offered millions of federal employees a buyout with questionable legal authority. Trump fired many of the internal watchdogs — inspectors general — who would review these decisions.”

“Congressional Democrats seem flummoxed by the pace, responding to crises from three news cycles ago while new ones keep arising in real time. And congressional Republicans have either stayed silent or applauded Trump for sending shock waves through the federal government.”

“All eyes are now on federal courts, where challenges to these decisions are slowly starting to take shape.”

The Senate Finance Committee voted 14-13 to advance Robert F. Kennedy Jr.’s HHS nomination to the Senate floor, Punchbowl News reports.

Sen. Bill Cassidy (R-LA), the sole GOP swing vote on the panel, voted for Kennedy despite clashing with the nominee over vaccines last week.

Politico reports Cassidy decided to vote “yes” after receiving “serious commitments” from Vice President JD Vance and because of the opportunity presented “to make progress on the issues we agree on like healthy foods and a pro-American agenda.”

The Guardian: “After Trump instructed his advisers that he wanted the prosecutors gone, the White House presidential personnel office, led by longtime Trump ally Sergio Gor, issued a memo that directed the justice department to proceed and gave the move a degree of legal cover.”

“The memo was then sent to the acting attorney general’s office, which issued the actual termination notices to those still at the department. The precise number is unclear because the department did not release names, but the trial team consisted of at least 18 lawyers.”

Byron York: “A 235-seat majority is pretty much the minimum for a party to govern comfortably. But after 2019, in the hand-to-hand combat of the Trump years, things began to get very, very close. In the House that began in 2021, Democrats had 222 votes. In 2023, Republicans had 222 votes. And now, in the House that has taken office in 2025, it’s gotten even tighter. A lot tighter, if that is possible.”

“The party balance in the House is 218 Republicans to 215 Democrats, with two vacancies. The two are Rep. Mike Waltz, who left to become President Donald Trump’s national security adviser, and Rep. Matt Gaetz, who left ahead of an ethics investigation. Both are Republicans from Florida, where an election to replace them has been set for April 1. Both seats are expected to be held by the GOP.”

“But one more Republican member is about to leave, and that is Rep. Elise Stefanik (R-NY), who is set to become the U.N. ambassador. When Stefanik resigns from the House, which will be pretty soon, the party balance will be 217 Republicans to 215 Democrats, with three vacancies.”

“That means that if a critical party-line vote comes up and everyone shows up to vote, Republicans cannot afford to lose even a single vote and still prevail. (If there’s a 216-216 tie, the bill loses.)”
