New York Times: “As Mr. Trump has prepared to embark on a difficult fight for re-election, a small but ferocious operation within his campaign has helped install loyal allies atop the most significant state parties and urged them to speak up loudly to discourage conservative criticism of Mr. Trump. The campaign has dispatched aides to state party conclaves, Republican executive committee meetings and fund-raising dinners, all with the aim of ensuring the delegates at next year’s convention in Charlotte, N.C., are utterly committed to Mr. Trump.”

“For Mr. Trump, who prevailed in 2016 as an outsider with little connection to his party’s electoral apparatus, the ability to control the levers of Republican politics at the state level could make the difference in a close election or a contested primary. It also leaves other Republicans with precious little room to oppose Mr. Trump on his policy preferences or administrative whims — on matters from health care to the Mexican border — for fear of retribution from within the party.”

Biden’s Tactile Politics Threaten His Return

New York Times: “Joseph Biden came up in politics as an old-school backslapper whose greatest strength was his ability to connect. He doled out handshakes and hugs to friends and strangers alike, and his tendency to lavish his affections on women and girls was so central to his persona that it became fodder for late-night television jokes.”

“But the political ground has shifted under Mr. Biden, and his tactile style of retail politicking is no longer a laughing matter in the era of #MeToo. Now, as he considers a run for president, Mr. Biden is struggling to prevent a strength from turning into a crippling liability; on Tuesday alone, two more women told The New York Times that the former vice president’s touches made them uncomfortable.”

Trump Warns GOP to Be ‘Paranoid’ About Vote Counts

“President Trump — who has previously issued baseless claims about ballot-counting and voter fraud — warned House Republicans on Tuesday night to be ‘more paranoid’ about vote tallies,” CNN reports.

Said Trump: “I don’t like the way the votes are being tallied. I don’t like it, and you don’t like it either. You just don’t want to say it because you’re afraid of the press. You’re afraid of the press.”

“Calls to eliminate the Electoral College are gaining traction within the Senate Democratic Conference, but the push is revealing a divide between White House hopefuls and senators from rural states,” The Hill reports.

“A group of Democratic senators introduced a constitutional amendment on Tuesday that would replace the Electoral College with a system that would directly elect the president through the popular vote, marking the second proposal to come out of the chamber in a matter of days.”

Embattled Fed Pick Has No Plans to Step Aside

McConnell Told Trump He Would Not Push Health Care

“Senate Majority Leader Mitch McConnell (R-KY) told President Trump in a conversation Monday that the Senate will not be moving comprehensive health care legislation before the 2020 election, despite the president asking Senate Republicans to do that in a meeting last week,” The Hill reports.

“McConnell said he made clear to the president that Senate Republicans will work on bills to keep down the cost of health care, but that they will not work on a comprehensive package to replace the Affordable Care Act, which the Trump administration is trying to strike down in court. “

Trump Says We Need to ‘Get Rid of Judges’

CBS News: “Along with a list of frustrations over immigration, however, Mr. Trump included the judges who help adjudicate immigrants’ cases. U.S. immigration court backlogs are at all-time highs, with not enough judges to adjudicate the cases. That problem was exacerbated by the government shutdown earlier this year.”

Said Trump: “We need to get rid of chain migration, we need to get rid of catch and release and visa lottery, and we have to do something about asylum. And to be honest with you, have to get rid of judges.”

GOP Lawmaker Caught Up In Corruption Probe

Rep. Mark Walker (R-NC) has been caught up in a federal corruption probe that has rocked the North Carolina Republican Party and led to the indictment of former congressman Robin Hayes (R-NC), Politico reports.

“A Walker-controlled political committee received $150,000 from a business owner, Greg Lindberg, at the same time Lindberg allegedly asked him to pressure North Carolina Insurance Commissioner Mike Causey to replace his deputy.”

New York Magazine: “In interviews with New York, White House officials and people familiar with internal events have described mood swings rippling through the administration: First came relief, in the form of smiles and tears and bottles of Champagne; then, the catharsis of ‘righteous anger,’ … as the excitement waned, ‘cooler heads’ emerged in the White House with brand-new anxieties about a president inclined to inflict self-harm by taking things too far.”

“In a surprise move, Prime Minister Theresa May on Tuesday offered to reach out to the opposition Labour Party on a joint plan for Britain’s withdrawal from the European Union, and said she would seek a second delay from the European Union,” the New York Times reports.

“Mrs. May made the announcement after her cabinet met for seven hours amid a growing sense of crisis over Brexit, as the process of withdrawing from the bloc is known. Parliament is deadlocked on the issue, and lawmakers are increasingly concerned about a disorderly, possibly economically damaging exit without an agreement.”

North Carolina GOP Chief Indicted

“A federal grand jury has indicted the chairman of the North Carolina Republican Party and a major Republican campaign donor on conspiracy and bribery charges,” the Raleigh News and Observer reports.

“Robin Hayes is also charged with three counts of making false statements to the FBI. Hayes had announced Monday that he wouldn’t seek another term as NC GOP chairman, a decision he attributed to health concerns.”

Jonathan Bernstein: “I can’t manage to put aside an Axios item about President Donald Trump from last Friday. Jonathan Swan reported that “administration officials past and present have told us that Trump savors news coverage that shows him acting unilaterally.” Swan was focused on Trump’s habit of overruling and humiliating his staffers and appointees, which is partly why his administration has had record turnover and why the applicant pool is so small for open jobs. But the point about acting alone is worth delving into.”

“It’s a reminder of what the political scientist Richard Neustadt explained decades ago: that presidents are at their weakest when they try to act on their own, and that doing so imposes heavy costs down the line. Every president gets rolled by the bureaucracy. To Trump, it happens repeatedly, in public, over an enormous variety of things. Every president gets frustrated when faced with stubborn staffers, selfish members of Congress, interest groups that refuse to compromise, and a court system that denies them what they think they’re entitled to. But every other modern president has understood that accomplishing anything requires dealing with all of those legitimate parts of the public-policy process and more. Which means bargaining, cajoling, politicking and horse trading. Two years in, Trump still hasn’t learned the basic rules of the game.”

“Since joining Trump’s White House, Bolton has pursued an agenda that includes trying to break Iran financially, oust Venezuelan President Nicolas Maduro, shield Americans from the reach of the International Criminal Court and toughen the U.S. posture toward Russia. He coordinated with key lawmakers, U.S. diplomatic and defense officials and the Israelis to compel Trump to slow an abrupt withdrawal of American forces from Syria.”
