Gillibrand Staffs Up for Presidential Bid

Sen. Kirsten Gillibrand (D-NY) “has hired a communications director for an expected presidential campaign, a sign that she is all but certain to join the race against President Trump and that her entry may be imminent,” the New York Times reports.

“Ms. Gillibrand has recruited Meredith Kelly, formerly the top spokeswoman at the Democratic Congressional Campaign Committee, as a senior aide to her prospective 2020 campaign… Ms. Kelly was part of the team at the House committee that helped the party capture the majority in 2018, overseeing the group’s media strategy during the midterm elections.”

Republicans Stand By as Trump Crisis Grows Worse

Susan Glasser: “For most of the last two years, the departure of Mattis from the Trump Administration under such circumstances was seen, even by many Republicans, as the sort of move that would prompt a destabilizing backlash, an outcome that would inevitably have severe political consequences for the President. Last spring, after Trump fired his first Secretary of State and second national-security adviser, the retired general Barry McCaffrey told MSNBC that the exit of the respected Secretary of Defense would, as the host Chuck Todd put it, ‘bring down the Trump Administration.’”

Said McCaffrey: “If you try and push out Mattis… I think the Republican leadership would finally say, ‘Whoa, now we’re in trouble.’ I don’t think it’s going to happen. If it does, we’re in trouble.”

“Well, on December 20th, it happened. But the Republican leadership has not risen up against Trump. The national-security establishment has not quit in droves, even if a couple of senior State Department officials have followed Mattis out the door. The President’s poll numbers have not collapsed, and the members of the G.O.P. in Congress who once said that Mattis was the only thing standing between Trump and utter chaos confined their protest over his departure to a few mildly critical cable-TV appearances and newspaper op-eds.”

Shutdown Ties Record for Longest In U.S. History

“The ongoing partial government shutdown hit a new milestone on Friday by matching the record for the longest government shutdown in US history,” CNN reports.

“Today marks the 21st day of the partial shutdown that started days before Christmas over a standoff between President Trump and congressional Democrats over funding for the President’s long-promised border wall.”

A new University of Maryland survey finds only 4 in 10 Americans favor building a border wall.

“Fewer than half our respondents were persuaded by the argument that a wall would prevent potential threats from coming into the country and would strengthen U.S. borders. Nearly two-thirds, including 4 in 10 Republicans, were persuaded by the counterargument: Because migrants can always find alternative routes to crossing the border, there are better methods for deterring illegal entry.”

Republicans Plotting to Oppose Trump Wait for Mueller

“Renegade Republicans intent on upending President Trump in 2020 are keeping their powder dry, waiting to see if legal and political controversies drive him from office first,” the Washington Examiner reports.

“Political operatives and potential candidates that inhabit the loose-knit community of Republicans who oppose Trump’s re-election are eyeing June as the approximate moment for deciding on a primary challenge or independent bid. It’s a strategic delay. Some Republicans think the weight of multiple investigations could motivate the president to exit the White House after one term — especially if special counsel Robert Mueller issues a politically damaging report.”

Manchin Mulls Running for West Virginia Governor

“At first glance, the fact that the political veteran is even contemplating the idea may be surprising. After all, Manchin won re-election to another six year term in the Senate just two months ago, and the U.S. Senate is a powerful and prestigious body.”

U.S. Begins Pulling Troops from Syria

“The United States has started withdrawing its troops from Syria, an American military spokesman said on Friday, further muddling the Trump administration’s plans for disengagement from one of the Middle East’s most complex battlefields,” the New York Times reports.

“As recently as Sunday, President Trump’s national security adviser, John Bolton, had said that the pullout was conditional on circumstances that could leave American forces there for months or even years. That followed by less than a month President Trump’s announcement that he intended to pull out the roughly 2,000 American troops within 30 days.”

Kushner Urges Restraint In Declaring Border Emergency

“Inside the West Wing, Jared Kushner, the president’s son-in-law and senior adviser, has been lobbying for restraint,” the Wall Street Journal reports.

“Declaring a national emergency, an option Mr. Trump has been leaning toward, shouldn’t be used to try to win a messaging war against Democrats opposed to a wall, Mr. Kushner said in a recent Oval Office meeting.”

“Instead, Mr. Kushner argued an emergency should be invoked only if it creates a clear path for the White House to build the wall, the key issue in the standoff between Mr. Trump and congressional Democrats that has led to the shutdown.”

“The effort, described by nearly 20 lawmakers and aides, is part carrot, part stick: Some lawmakers with ties to Ocasio-Cortez are hoping to coax her into using her star power to unite Democrats and turn her fire on Republicans. Others simultaneously warn Ocasio-Cortez is destined for a lonely, ineffectual career in Congress if she continues to treat her own party as the enemy.”

No Progress In Ending the Shutdown

Playbook: “Washington has been through tons of these legislative fights in the last 10 years. This might be the only time where there has actually been zero progress in three weeks. Like, none. Not one inch or scintilla of movement.”

“At this point, it appears as if the president is likely to use some sort of executive authority — declaring a national emergency as the most likely scenario — to try to build the wall.”

“If Trump uses the emergency declaration, Congress will move immediately to open government — and will be able to do so relatively quickly. For example, if Trump does this today, Congress could, feasibly, move a short stopgap immediately. People close to Trump tell us he will sign a government funding deal at that point, but then again, they’ve said a lot in this process that has turned out to be complete bunk.”

Representing a range of views, including a contingent seen as sympathetic to Moscow, they positioned themselves as brokers who could help solve one of the thorniest foreign policy problems facing the new administration — the ugly military stalemate between Russia and Ukraine and the tough sanctions imposed on Moscow following its seizure of Crimea.”

“The transition of power in Washington attracted officials and business executives from around the world seeking entree and influence with the new administration. While many parties and other gatherings during that period were open to anyone, packages for more exclusive events organized by Mr. Trump’s presidential inaugural committee started at $25,000 for two tickets to one of the official black tie balls and other events, according to a brochure listing inaugural committee ‘underwriter benefits.'”

King Walks Back White Nationalist Comments

“As special counsel Robert Mueller wraps up his Russia probe, investigators have focused on conflicting public statements by President Trump and his team that could be seen as an effort to influence witnesses and obstruct justice,” CNN reports.

“The line of questioning adds to indications that Mueller views false or misleading statements to the press or to the public as obstruction of justice… Mueller hasn’t addressed the issue publicly, but prosecutors have dropped hints that they view public statements as possibly key in influencing witnesses.”

Trump Could Divert Funds from Disaster Areas for Wall

President Trump “has been briefed on a plan that would use the Army Corps of Engineers and a portion of $13.9 billion of Army Corps funding to build 315 miles of barrier along the U.S.-Mexico border,” NBC News reports.

“The money was set aside to fund projects all over the country including storm-damaged areas of Puerto Rico through fiscal year 2020, but the checks have not been written yet and, under an emergency declaration, the president could take the money from these civil works projects and use it to build the border wall.”

Washington Post: “Trump has urged the Army Corps to determine how fast contracts could be signed and whether construction could begin within 45 days.”

President Trump’s former personal attorney Michael Cohen will testify voluntarily before the House Oversight Committee on Feb. 7, CNBC reports.

New York Times: “Mr. Cohen’s decision to appear before the House Oversight and Reform Committee on Feb. 7 sets the stage for a blockbuster public hearing that threatens to further damage the president’s image and could clarify the depth of his legal woes. Mr. Cohen, a consigliere to Mr. Trump when he was a real estate developer and presidential candidate as well as informally as president, was privy to the machinations of Mr. Trump’s inner circle and key moments under scrutiny by both the special counsel, Robert Mueller, and federal prosecutors in New York.”
