FDA Says Most Food Inspections Halted

“The furloughing of hundreds of Food and Drug Administration inspectors has sharply reduced inspections of the nation’s food supply — one of many repercussions of the partial government shutdown that make Americans potentially less safe,” the Washington Post reports.

“The agency, which oversees 80 percent of the food supply, has suspended all routine inspections of domestic food-processing facilities, FDA Commissioner Scott Gottlieb said in an interview. He said he’s working on a plan to bring back inspectors as early as next week to resume inspections of high-risk facilities, which handle foods such as soft cheese or seafood, or have a history of problems.”

President Trump said that support among Republican lawmakers was “unwavering” for the tough stance he has taken to try to secure funds for a border wall, Reuters reports.

Said Trump: “The Democrats have lost support. There is tremendous Republican support, unwavering.”

Asked how long he was willing to keep the federal government shut, Trump replied: “Whatever it takes.

Trump Threatens to Declare National Emergency on Border

President Trump said “he may declare a national emergency to circumvent Congress and build a border wall if spending talks fail, raising the stakes for negotiations set to resume later in the day,” The Hill reports.

Said Trump: “I think we might work a deal, and if we don’t we might go that route.”

The president said he has the “absolute right” to declare an emergency, even though some legal scholars and Democratic lawmakers say he does not.

Playbook: “Crazy enough, this might be the only way out of this shutdown right now.”

“President Trump’s televised Oval Office address on immigration Tuesday drew a big audience. The response from Democratic leaders Nancy Pelosi and Chuck Schumer drew a slightly bigger audience, at least according to preliminary figures,” according to the Hollywood Reporter.

“The quarter hour (9-9:15 p.m. ET) containing the president’s speech drew a combined 28.1 household rating in metered markets on ABC, CBS, Fox, NBC, CNN, Fox News and NBC. The following 15 minutes, including analysis and the Pelosi-Schumer rebuttal, averaged 29.3 across those same networks, a bump of about 4 percent.”

Graham Says Mueller Will Be Allowed to Finish Probe

President Trump’s attorney general nominee, William Barr, told Sen. Lindsey Graham (R-SC) that he will allow special counsel Robert Mueller to finish the investigation into Russia’s role in the 2016 presidential election, Reuters reports.

Said Graham: “I can assure you he has a very high opinion of Mr. Mueller and he is committed to letting Mr. Mueller finish his job.”

McKay Coppins: “The 33-year-old White House speechwriter has a hand in virtually everything the president reads from a teleprompter. But as one of the most strident immigration hawks in the West Wing, Miller has been especially influential over the past two years in shaping the way Trump talks about his signature issue. Tuesday night was reportedly no exception.”

“While it’s impossible to say just how much of the address he wrote, all of the tics and tropes of Millerian rhetoric were on display. The scary immigrants (‘vicious coyotes and ruthless gangs’). North Carolina Looks Like a Battleground Again

A new Public Policy Polling survey in North Carolina finds the state is likely to once again be a key battleground for president next year. Voters in the state are closely divided on President Trump but split narrowly against him, with 46% approving of the job he’s doing to 50% who disapprove.

“In match ups against 6 possible Democratic opponents next year, Trump consistently polls in the 44-46% range against all of them. The Democrats poll at anywhere from 45% to 49% with their individual levels of support running roughly in line with their levels of name recognition.”

“James Mackler, who ditched a Democratic run for U.S. Senate in Tennessee last year, says he’s now running in 2020, becoming the first candidate in either major party to declare a candidacy for the seat to be vacated by the retiring Sen. Lamar Alexander,” the Tennessean reports.

“Mackler, a 46-year-old Nashville attorney and Iraq War veteran, announced his campaign in an online video Tuesday, looking to clear a Democratic lane still neraly two years out from the election.”

Top Republican Opposes Declaring Emergency for Wall

Rep. Mac Thornberry (R-TX), the top Republican on the House Armed Services Committee, told Defense News that declaring a national emergency and using military dollars for President Trump’s border wall would be “damaging” to military readiness.

He added: “In short, I’m opposed to using defense dollars for non-defense purposes.”

A source close to President Trump tells Jonathan Swan that he thinks “a declaration of a national emergency at the border — which Trump stopped short of last night — remains the most likely ultimate option, because of the latitude it gives the president.”
