Trump Again Pledges a New Tax Cut

President Trump repeated his unsubstantiated claim that Republicans plan to unveil a middle class tax cut before the midterm elections a little over two weeks away, CNBC reports.

Said Trump: “We’re putting in a resolution some time in the next week and a half to two weeks and we’re giving a middle income tax reduction of about 10 percent. This is not for business, this is for middle income, and that’s on top of the tax decrease that we’ve already given them.”

With Congress in recess, Trump dismissed the idea that he would try to use an executive order: “No, I’m going through Congress. We won’t have time to do the vote. We’ll do the vote after the election.”

Mnuchin Meets with Saudi Crown Prince

Treasury Secretary Steven Mnuchin met with Saudi Arabia’s Crown Prince Mohammed bin Salman on Monday, illustrating how the White House is retaining close ties with the embattled Middle Eastern leader despite a growing international outcry, the Washington Post reports.

Mnuchin opted not to attend an investment conference in Saudi Arabia this week amid uproar about the killing of journalist Jamal Khashoggi inside the Saudi Consulate in Istanbul.

GOP Leaders Press Stingy Lawmakers for Cash

“House GOP leaders, fearful of the staggering amount of cash fueling Democratic candidates this cycle, are leaning on safe and retiring members to pony up to save the House.” Politico reports.

“The drive, according to four senior Republican lawmakers and aides, is focused on members with easy reelection campaigns or who are retiring from Congress next year — people sitting on piles of cash that could be used to save vulnerable incumbents. Leaders are targeting some powerful outgoing chairmen, typically the most prolific fundraisers, who haven’t met their annual required ‘dues’ to the NRCC.”

Houston Chronicle: “Thousands of people were already camped out at a key early voting location in Houston on Monday morning, hours before voting was even set to begin.”

“Nearly 2,000 people stood in line outside of the Metropolitan Multi-Service Center on West Gray near River Oaks in a scene that looked more like a Black Friday shopping morning.”

Avenatti Hit with $4.85 Million Judgement

“Michael Avenatti, the lawyer for porn actress Stormy Daniels, was hit with a personal judgment of $4.85 million Monday for his failure to pay a debt to a former colleague at his longtime Newport Beach firm,” the Los Angeles Times reports.

“Less than an hour after his defeat in the Los Angeles lawsuit, the firm, Eagan Avenatti, suffered another setback at a trial in Santa Ana: The Irvine Company won a court order evicting Avenatti and his staff from their suite at Fashion Island mall for failing to pay the last four months of rent.”

CBS News has a good state-by-state rundown of the deadlines.

“In 2018, the only states that don’t allow for some kind of early voting are Alabama, Mississippi, South Carolina, Missouri, Kentucky, Virginia, Michigan, Pennsylvania, New York, Connecticut, Rhode Island, and New Hampshire. The other 38 states and the District of Columbia all allow some form of early voting. “

Washington Post: “Democratic contenders will face entrenched Republican control in many states. Republicans have control of both the House and Senate in 31 states, compared with just 14 for Democrats.”

“But Democrats have more state legislative candidates than anytime in the past two decades — 5,349 this year as of September, compared with 4,741 Republicans. Republicans had fielded more candidates than Democrats in the past six election cycles, and Democrats are even ahead of Republican candidate counts in 2010, an election in which the GOP made huge gains at the state and federal level.”

Washington Post: “In Virginia, where Republicans hold a 7-4 advantage over Democrats in House seats, there are four real races, three in districts that Trump won handily two years ago and that Republicans have considered safe in recent cycles.”

“With suburban women trending nationwide against Trump, the Democrats have chosen women to run in all four of the tight races. Three are running for office for the first time. Two are veteran national security professionals — Abigail Spanberger and Elaine Luria, a former Navy commander who is challenging Rep. Scott Taylor in the 2nd, which includes Virginia Beach and the Eastern Shore. The challengers are running close to or even ahead of the Republicans, according to recent surveys. And the money is pouring in.”

Politico: “Republicans thought their massive tax overhaul would be the centerpiece of their midterm strategy. But it turns out they were so wrong they’ve been barely mentioning the $1.5 trillion tax cut on the campaign trail.”

“With polls showing Americans are more likely to disapprove of the tax law than to approve of it, GOP candidates have been changing the subject to other issues like immigration and health care. Some of the lawmakers who wrote the Tax Cuts and Jobs Act are even struggling to hang onto their seats.”

Hawley Doesn’t Use Email

Missouri Attorney General Josh Hawley (R) portrays himself as champion of openness in government, proclaiming “the people of Missouri deserve an open, honest and transparent government,” McClatchy reports.

“But Hawley, 38, is one of two statewide officials who do not use email on the job, making it difficult for voters — or his political opponents — to know how he conducts official business.”

Hawley’s office said that the attorney general “does not find it necessary or helpful” to use email for state business.

Manchin Pulls Away In West Virginia

A new Gray TV poll in West Virginia finds Sen. Joe Manchin (D-WV) is now 16 percentage points ahead of challenger Patrick Morrisey (R), 52% to 36%.

Walker Says He Dropped Out to Help Begich Win

Associated Press: “Walker, the only independent governor in the country, said Friday he could not win a three-way race and that Alaskans deserve a choice other than Dunleavy. There are a lot of things he and Begich don’t agree on, but Walker said Begich would be better for Alaska. Whether Begich can overtake the presumed front-runner remains to be seen with two-and-a-half weeks before the election.”

“The clincher for Walker’s decision to leave the race, it appears, was his lieutenant governor’s abrupt resignation days earlier over an inappropriate overture to a woman.”

Nelson Maintains Lead In Florida Senate Race

A new Quinnipiac poll in Florida finds Sen. Bill Nelson (D) leading Gov. Rick Scott (R) in the U.S. Senate race, 52% to 46%.

Said pollster Peter Brown: “At this point, Sen. Nelson’s six-point overall lead is built on his large margin among independent voters, 60% to 38%. If that margin holds up, the senator will be difficult to beat. Moreover, Sen. Nelson’s 20-point advantage among women is twice Gov. Scott’s 10-point edge among men.”

He added: “Nelson is just better liked. Florida likely voters view him favorably by 10 percentage points, and see Gov. Scott unfavorably by five points.”

Meanwhile, a St. Pete Polls survey finds the race tied at 48% to 48%.

Rick Hasen: “These are perilous times even for those who think that federal courts have no business messing with how state legislatures draw lines for legislative and congressional districts and that the issue is best left up to each state’s political system. Now that Justice Anthony Kennedy has left the stage, it is unlikely that the Court will stop extreme partisan gerrymandering.”

“But the Court may do more than simply fail to intervene. Within a few years, the Supreme Court may well hold unconstitutional state political processes that have produced measurably better redistricting reform for the drawing of congressional districts.”

Nicholas Lemann: “Republicans have had McCaskill’s seat in their sights for years, and the fight over Kavanaugh has given a big boost to most of the candidates who are trying to unseat Democratic senators in red states. Polls show the Missouri race to be a tossup, with Josh Hawley gaining slightly in recent weeks. Outside money is pouring into the state —$54.9 million, according to the latest reports, from independent groups, evenly split between the two campaigns, plus nearly forty million that the candidates have raised themselves. The race, possibly the Senate’s closest this year, is a test of whether a Democrat who doesn’t openly break ranks with the national party — even an adept veteran like McCaskill—can survive in Trump country.”
