China Hits Back on Tariffs

“China said it would levy an additional 25 percent tariff on imports of 106 U.S. products including soybeans, automobiles, chemicals and aircraft, in response to proposed American duties on its high-tech goods,” Bloomberg reports.

“Matching the scale of proposed U.S. tariffs announced the previous day, the Ministry of Commerce in Beijing said the charges will apply to around $50 billion of U.S. imports. Officials signaled that the implementation of the proposed measures will depend on when the U.S. applies its own after a period of public consultation.”

Playbook: “This could completely dwarf the good news Republicans have celebrated from tax reform and screw up their strategy to use it as the GOP’s main selling point in the midterms.”

CNBC: Stock futures plunged “as concerns over a potential trade war between the U.S. and China intensified.”

McCain Uncertainty Fuels GOP Concern About Senate Seat

Washington Post: “As the Arizona Republican battles brain cancer, party leaders are contemplating the unusual prospect of defending two Senate seats in the state this year — something they are already doing in Mississippi as they seek to improve on their 51-49 advantage in the midterm elections.”

“McCain’s health has been shrouded in secrecy, leading many Republicans to privately wonder if he will remain in office beyond May 30. If he doesn’t, there would probably be a special election for his seat in the fall. Congress will return Monday from a two-week recess with no clear indication that McCain, 81, will be back. He has been absent since December.”

Will Trump Ignore the Law In Latest Spending Plot?

Stan Collender wonders whether President Trump will attempt to not spend funds appropriated in the omnibus spending bill passed by Congress. He could “try to do this legally or just ignore the law and do it on his own.”

“Either way, if Senate Republicans allow this it absolutely would be a huge breach of faith with their Democratic colleagues and a violation of the deal they cut with them to avoid a filibuster on the omnibus. It would render another bipartisan agreement on any issue close to impossible for as long as Trump was president. It would also be the most egregious abuse in the past four decades of one of the most obscure (unless you’ve been reading my column lately) parts of the federal budget process.”

“This is exactly what we’ve come to expect from an autocratic president who acts impulsively, has no interest in the legislative process, has (and still is) supporting misuses of the process to suit his whims and doesn’t think or care at all about long-term political strategy.”

McMaster Says Russia’s Confidence Is Growing

“In his last public remarks as national security adviser, Lt. Gen. HR McMaster offered harsh words for Russia during a speech,” CNN reports.

Said McMaster: “We have failed to impose sufficient costs’ on Russia.”

He added that the failure to impose adequate costs on Russia’s activities meant that “the Kremlin’s confidence is growing.”

How Bolton Used a Super PAC to Get Ahead In Washington

Politico: “The John Bolton Super PAC ran ads, doled out campaign contributions and endorsed candidates for five years, all in the name of helping elect defense hawks to office. But perhaps its greatest purpose was reflected in its name: It served as a hype machine for Bolton, boosting his image and political views.”

“Bolton raised more than $9 million during the 2016 elections and spent $2.6 million on television and other paid media that sometimes promoted the former U.S. ambassador to the United Nations’ brand as much as — if not more than — the candidates themselves.”

Democrats Win Judicial Race In Wisconsin

Rebecca Dallet trounced Michael Screnock for a seat on the Wisconsin Supreme Court, “shrinking the court’s conservative majority and giving Democrats a jolt of energy heading into the fall election,” the Milwaukee Journal Sentinel reports.

“It marked the first time in 23 years that a liberal candidate who wasn’t an incumbent won a seat on the high court.”

Mueller Told Trump’s Lawyers He’s Not a Criminal Target

“Special counsel Robert Mueller informed President Trump’s attorneys last month that he is continuing to investigate the president but does not consider him a criminal target at this point,” the Washington Post reports.

“In private negotiations in early March about a possible presidential interview, Mueller described Trump as a subject of his investigation into Russia’s interference in the 2016 election. Prosecutors view someone as a subject when that person has engaged in conduct that is under investigation but there is not sufficient evidence to bring charges.”

“The special counsel also told Trump’s lawyers that he is preparing a report about the president’s actions while in office and potential obstruction of justice.”

Also important: “Some Trump advisers fear the president is not in the clear and could be baited into an interview that could put him in legal jeopardy.”

Study Finds Fake News Swayed Voters

A new Ohio State University study finds that fake news probably played a significant role in depressing Hillary Clinton’s support on Election Day.

The study suggests that about 4% of Barack Obama’s 2012 supporters were dissuaded from voting for Clinton in 2016 by belief in fake news stories.

Trump Was Better at Using Facebook

“Donald Trump’s presidential campaign has boasted often that it made better use of Facebook’s advertising tools than Hillary Clinton’s campaign did. An internal Facebook white paper, published days after the election, shows the company’s data scientists agree,” Bloomberg reports.

“The paper, obtained by Bloomberg and discussed here for the first time, describes in granular detail the difference between Trump’s campaign, which was focused on finding new donors, and Clinton’s campaign, which concentrated on ensuring Clinton had broad appeal. The data scientist says 84% of Trump’s budget asked people on Facebook to take an action, like donating, compared with 56% of Clinton’s.”

Also interesting: “Trump ran 5.9 million different versions of ads during the presidential campaign and rapidly tested them to spread those that generated the most Facebook engagement… Clinton ran 66,000 different kinds of ads in the same period.”

Why Sinclair Employees Don’t Quit

“After Sinclair Broadcast Group Inc. drew widespread criticism for having anchors read a statement taking aim at the integrity of other U.S. media outlets, many wondered why some of the company’s journalists didn’t just quit,” Bloomberg reports.

“The short answer is the cost may be too steep.  According to copies of two employment contracts… some Sinclair employees were subject to a liquidated damages clause for leaving before the term of their agreement was up: one that requires they pay as much as 40% of their annual compensation to the company… They were also subject to a six-month noncompete clause and forced arbitration.”

Trump Orders Military to Guard Southern Border

“President Trump said that he planned to order the military to guard parts of the southern border until he can build a wall and tighten immigration restrictions, proposing a remarkable escalation of his efforts to crack down on migrants entering the country illegally,” the New York Times reports.

Said Trump: “Until we can have a wall and proper security, we’re going to be guarding our border with the military. That’s a big step. We really haven’t done that before, or certainly not very much before.”

Politico: “A senior official at the Department of Homeland Security said Tuesday that putting troops on the U.S.-Mexico border had been under discussion but that no roll-out had been planned because of unresolved policy issues. The official said Secretary of Defense James Mattis did not want armed troops at the border.”

Someone Is Polling Iowa for Ryan Zinke

“A polling firm has been calling Iowa Republican voters to test Interior Secretary Ryan Zinke’s name recognition for a possible presidential run, presumably in 2024,” the Des Moines Register reports.

“This shows that the White House sweepstakes has started very early, and that Zinke is known in D.C. as somebody with White House ambitions.”

Mexican Leftist Holds Big Lead In Presidential Election

“Mexican left-wing presidential candidate Andres Manuel Lopez Obrador has an 18-point lead ahead of the July 1 election, according to a poll published on Monday that showed him with a growing advantage at the start of formal campaigning,” Reuters reports.

“A Lopez Obrador victory could usher in a Mexican government less accommodating toward the United States, where President Trump has stoked trade tensions with Mexico and aggressively moved to curb immigration.”
