Flynn Promised ‘Full Cooperation’ with Mueller

ABC News: “Flynn’s plea signals the former top adviser to President Trump is now cooperating with Special Counsel Robert Mueller’s team. A brief statement released by Mueller’s team Friday morning does not say what information Flynn has provided the government as part of the deal, but people familiar with the agreement told ABC News Friday he has made a decision to assist investigators.”

“The general told confidants about his decision to plead guilty in the last 24 hours, according to people close to Flynn, who say the former adviser feels President Trump has abandoned him and has agreed to answer questions about the president or anyone else.”

America Is Trapped in Trump’s Delusional World

Andrew Sullivan: “This past week was, in some ways, the most potent distillation of the Trump era we have yet encountered. This is not because any single incident is worse than any previous one over the past year. It’s because the last few days have brought all of them together in a new, concentrated way — a super-storm, as it were, of liberal democratic destruction.”

“We have deranged tweeting; truly surreal lies; mindless GOP tribalism; evangelicals making excuses for the molestation of minors; further assaults on the free press; an unprecedented attack on the most reliable Atlantic ally; the demonization of personal enemies; stupendous tribal hypocrisy with respect to sexual abuse; the White House’s endorsement of a foreign neo-fascist hate group; the vengeful hanging out to dry of a Cabinet member; and the attempt to pass a catastrophic omnibus piece of legislation in one mad, blind rush in order to get a ‘win.’ And all in a few days!”

Michael Flynn Expected to Plead Guilty

Special counsel Robert Mueller has charged former national security Michael Flynn with “willfully and knowingly” making “false, fictitious and fraudulent statements” to the FBI regarding conversations with Russia’s ambassador.

New York Times: “The plea would be the latest indication that Mr. Flynn was cooperating with the special counsel’s investigation into Russia’s interference in the 2016 presidential election. Mr. Flynn was scheduled to appear in federal court in Washington at 10:30 on Friday morning.”

ABC News reports that President Trump and his legal team learned about the apparent plea deal through news reports.

Trump Administration Exodus Expected

The Wall Street Journal reports that Secretary of State Rex Tillerson might not be the only Trump administration official on the way out the door.

Potential departures include National Economic Council director Gary Cohn, Deputy Chief of Staff Rick Dearborn, Legislative Affairs Director Marc Short, and President Trump’s son-in-law, Jared Kushner.

Said one administration official: “There will be significant turnover at the one-year mark.”

Johnson Will Support Tax Bill

Sen. Ron Johnson (R-WI), one of half a dozen holdouts, will vote for the Senate Republican tax package after securing more favorable treatment for “pass-through” entities that pay taxes through the returns of individual owner, the Wall Street Journal reports.

The senators to watch now: Sens. Jeff Flake (R-AZ), Bob Corker (R-TN) and Susan Collins (R-ME).

Daines Says Deal to Appease Corker Won’t Work

Sen. Steve Daines (R-MT) told Bloomberg that he backs the GOP tax plan and that he thinks the bill will pass without a deficit-cutting mechanism sought by Sen. Bob Corker (R-TN).

Said Daines: “That’s going nowhere. What Bob was suggesting is just causing more problems.”

Daines added that he would oppose changing the bill to retain the alternative-minimum tax or to add another tax increase.

CNN reports GOP lawmakers are “fuming” at Corker.

John Harwood: “As much as they hoped to avoid it, Republican senators considering their tax-cut votes now face a clear-cut choice between faith and evidence.”

“Faith in tax-cuts as the path to economic growth has reigned supreme within Republican theology since Ronald Reagan. The party clings so strongly to this belief that it has become the answer to competing concerns over the national debt; growth sparked by tax cuts, insist White House officials and GOP leaders, will reduce, not increase, annual budget deficits.”

“Evidence for that belief has long been weak. On Thursday, it got even weaker.”

Mueller’s Investigation Has Cost $5 Million So Far

Special counsel Robert Mueller’s investigation into the Russian government’s efforts to interfere with the 2016 election has cost more than $5 million, ABC News reports.

“Those expenses include money for a staff of more than 16 attorneys, dozens of FBI agents, support staff, travel and office supplies.”

House GOP May Bring Up Gun Bill Next Week

“House Republican leaders are preparing to move ahead with a package of gun legislation that would sharply expand concealed-carry rights but also address policies that came into play during two recent mass shootings,” Politico reports.

“The proposal is expected to come to the floor as soon as next week.”

“GOP leaders conducted a full whip count of the plan Thursday and sensed enough support from colleagues to bring up the measure, a combination of three proposals that would include a major policy win for gun rights advocates but also seek to placate those clamoring for policy changes following two of the worst shooting massacres in American history — in Las Vegas and Sutherland Springs, Texas.”

Tax Bill Could Trigger Huge Spending Cuts

Politico: “Republicans are on the verge of a massive tax overhaul that would hand President Trump his first major legislative victory. But the $1.5 trillion tax package could trigger eye-popping cuts to a slew of federal programs, including Medicare. Unless Congress acts swiftly to stop it, as much as $150 billion per year would be cut from initiatives ranging from farm subsidies to student loans to support services for crime victims. Medicare alone could see cuts of $25 billion a year. And the specter of those cuts has thrust Congress into a high-stakes game of political chicken.”

“With so much attention focused on the tax bill itself neither lawmakers nor many of the advocacy groups had paid as much attention to the depth and breadth of the cuts that will ensue unless the House and Senate come up with a bipartisan deal to stop them. Some groups had run Medicare ads, but they were largely overshadowed by the tax debate itself.”

GOP Leaders Seek Solution to Impasse on Tax Bill

Washington Post: “Now, Republican leaders may have to brace for an intraparty battle over how far to go to accommodate deficit concerns. Other Republicans are arguing strongly against reducing the size of the bill’s tax cut, as may now be necessary to satisfy the deficit hawks.”

“Thursday evening, senators were eyeing a wide range of options to move legislation forward. They are discussing adding higher taxes on upper-income Americans and modestly rolling back the bill’s large corporate tax cut. But they did not have an obvious solution, given the need to add hundreds of billions of revenue back into the bill.”

Wall Street Journal: “One possible outcome is that the corporate tax rate would start at 20% and rise in stair-step increments in later years. That move could shrink the size of the tax cut by at least $350 billion over a decade, making it about three-quarters of its previous size and potentially dampening some of the economic growth Republicans said they are trying to create.”

Axios: “Aides say they still hope to bring all 52 Republicans to yes. But it’s going to be extremely hard to find ways to raise as much as $500 billion in revenue overnight, and raising taxes could lose other members.”

Republicans May Take on Health Care Again

Sam Baker: “Republicans have been asking themselves what they’ll turn to next, after their tax overhaul wraps up. If they repeal the Affordable Care Act’s individual mandate, there’s a good chance the answer will be health care — whether they like it or not.”

“President Trump has said several times that he wants to take another crack at repeal-and-replace after the tax bill. GOP leaders in the House and Senate have not echoed that plan. But if Republicans do end up repealing the individual mandate, Insurance markets will begin to feel the effects quickly, leading to almost immediate nationwide upheaval that will be impossible to ignore — especially in an election year.”

Trump Pressed Republicans to End Russia Investigation

“President Trump over the summer repeatedly urged senior Senate Republicans, including the chairman of the Senate Intelligence Committee, to end the panel’s investigation into Russia’s interference in the 2016 election,” the New York Times reports.

“Mr. Trump’s requests were a highly unusual intervention from a president into a legislative inquiry involving his family and close aides.”

GOP Tax Plan Hits Snag In Senate

A Republican plan to automatically trigger tax increases or spending cuts if revenue falls short has been shot down the U.S. Senate’s parliamentarian, the Washington Post reports.

“The tension played out during a tense 62-minute standoff on the Senate floor, as Sens. Bob Corker (R-TN), Jeff Flake (R-AZ), and Sen. Ron Johnson (R-WI) refused to vote with their colleagues until they had assurances that more changes could be made to the bill.”

Axios: “A trigger was the way Republicans were going to get members worried about the deficit to back the tax bill. Now Republicans need to find hundreds of billions of dollars to make deficit hawks happy or the bill might die — and many Republicans don’t like any other ideas to raise taxes.”
