Lawmakers Begin Budget Talks to Avoid New Crisis

“With the government reopened and a debt default averted for now, Congressional negotiators on Thursday plunged into difficult budget talks to avoid a repeat crisis within months, and quickly agreed to lower their sights from the sort of grand bargain that has eluded the two parties for three years,” the New York Times reports.

“The question of what a new House-Senate budget conference can deliver by its Dec. 13 deadline — in time for Congress to act by Jan. 15 on funding to keep the government open — remained the subject of deep skepticism, well earned by past failures at reaching so-called grand bargains for deficit reduction and spending investments in the past three years.”

The Wall Street Journal says the “differences between the two sides remain stark, and a number of
congressional aides said the chances of devising a budget that both
parties can live with are low.”

Behind the Debt Deal

Wall Street Journal: “The budget fight that ended Wednesday night marked a new low in an increasingly dysfunctional capital. Interviews with more than a dozen lawmakers, congressional aides and administration officials about what transpired behind the scenes revealed that the traditional back-channel negotiations and 11th-hour bartering that produce most legislative deals didn’t happen. Instead, both parties focused mostly on trying to kill any plans that emerged–both from the opposing party and their own colleagues.”

“Both sides emerged more entrenched and distrustful of one another, and that bad blood could spill beyond the budget questions. Republicans, defeated in their bid to neuter the health law, are unlikely to provide assistance to President Barack Obama as he tries to get his second term on track. Democrats have less faith in House Speaker John Boehner’s ability to deliver votes from his own rank-and-file.”

Politico quotes Boehner in a private conversation with Obama: “I got overrun, that’s what happened.”

Obama Will Push for Immigration Vote in House

President Obama “made his plans for his newly won political capital official — he’s going to hammer House Republicans on immigration,” Politico reports.

“And it’s evident from his public and private statements that Obama’s latest immigration push is, in at least one respect, similar to his fiscal showdown strategy: yet again, the goal is to boost public pressure on House Republican leadership to call a vote on a Senate-passed measure.”

Bill Scher: “The big mystery that immigration advocates need to figure out: What makes Boehner cave? Is there a common thread? Is there a sequence of buttons you can push that forces Boehner to relent?”

National Journal: “The government shutdown and debt crisis has made 14 House seats more winnable for Democrats, according to new independent ratings released Thursday from The Cook Political Report. There are now — for the first time this cycle — more Republican seats ‘in play’ than the 17 Democrats would need to win in order to take the majority in 2014.”

A new NBC4/NBC News/Marist poll finds Ken Cuccinelli (R) slipping further behind Terry McAuliffe (D) in the race for Virginia governor, 46% to 38% among likely voters. Libertarian Robert Sarvis gets 9 percent.

McAuliffe’s lead is 3 points wider than a month ago when he was ahead by 43% to 38%.

Key finding: “The Republican Party brand appears to be badly damaged in the commonwealth – 62% said they had an unfavorable view of the party, while just 33% said they viewed the party favorably. Among independents, it was even worse. By a 71% to 23% margin, the GOP was viewed negatively.”

McConnell Says He Will Not Allow Another Shutdown

Senate Minority Leader Mitch McConnell (R-KY) told The Hill that he will not allow another government shutdown as part of a strategy to repeal Obamacare.

Said McConnell: “One of my favorite old Kentucky sayings is there’s no education in the second kick of a mule. The first kick of a mule was when we shut the government down in the mid 1990s and the second kick was over the last 16 days. There is no education in the second kick of a mule. There will not be a government shutdown.”

He added: “I think we have fully now acquainted our new members with what a losing strategy that is.”

Harry Enten: “The indispensable Cook Political Report has only has 13 Democratic-held seats listed in the relatively competitive tossup or “lean” category. Of course, Democrats need to take 17 seats to win the House. The ratings reflect, among other things, a lack of strong challengers for the Democrats and lack of retirements by Republicans.”

“The thing is that expert ratings (like most polling) are not all that predictive a year out from an election. At this point in the 2006 cycle, there were 17 Republican seats in the lean or tossup categories. That’s well short of the 30 seats that Democrats would ultimately take from Republicans.”

A new Public Policy Polling survey in Kentucky finds Sen. Mitch McConnell (R-KY) now trails challenger Alison Lundergan Grimes (D), 45% to 43%.

Key finding: 48% of Kentucky voters say they’re less likely to support McConnell for reelection next year because he supported the government shutdown, compared to only 34% who say they’re now more likely to support him.

Obama Pushes Immigration Reform, Farm Bill

President Obama “urged his Republican adversaries to view the end of the government shutdown and debt ceiling battles of recent weeks as new opportunities for bipartisan compromise in the weeks ahead,” the New York Times reports.

“Obama declared that the ‘full faith and credit of the United States remains unquestioned.’ But he pleaded for a new spirit of cooperation in Washington that did not undermine government as an institution. He proposed working this year on developing a long-term budget, agreeing on an immigration overhaul and passing a new farm bill.”
