Wolf Will Retire from Congress

Rep. Frank Wolf (R-VA) will not seek an 18th term in Congress, Roll Call reports.

“Wolf’s decision puts into play a Northern Virginia seat that was only safe based on the strength of his incumbency. Democrats are almost sure to go after it. Mitt Romney narrowly carried the district, with 50 percent of the vote to President Barack Obama’s 49 percent, in 2012.”

The Hill: “There has been speculation
for months that Wolf might retire, given his age and weak fundraising efforts, but his office had insisted that he planned to run again.”

Walter Shapiro: “The inescapable reality of the remainder of the Obama presidency is that he never again will have the congressional votes to pass liberal legislation. That leaves the president with stark choices: Does he continue to make speeches into the wind about economic inequality knowing that nothing will change during the next three years? Or does he embark on an experimental effort to find non-traditional backdoor methods to spark the economy? Does he go with partisan talking points or the quest to find Republican partners?”

Stu Rothenberg: “The first Senate primary contest will be March 4 in Texas. Rep.
Steve Stockman’s last-minute challenge to GOP Sen. John Cornyn got
plenty of media attention. But unless Stockman can find a pot of gold
(worth at least $10 million or so) at the end of a rainbow, Cornyn will
cruise to victory. … The next incumbent senator facing a primary is
Minority Leader Mitch McConnell in Kentucky on May 20. Gauging Matt
Bevin’s credibility and McConnell’s vulnerability in a primary is not
easy. But up to this point, most observers believe McConnell will
survive. … So right out of the gate, it’s very possible that two of the
highest ranking Republicans in the Senate — McConnell and Cornyn — win
their primaries and hand the anti-establishment crowd two high-profile
losses.”

Menino Learns to Drive Again

A new Public Policy Polling survey in Kentucky finds Sen. Mitch McConnell (R-KY) clinging to a one point lead over challenger Alison Lundergran Grimes (D), 43% to 42%.

Key finding: McConnell’s approval rating is a dismal 31% to 61%.

“Early next year, Obama advisers are expected to announce a search for a home for Mr. Obama’s foundation and library, a project that some of the president’s closest financial supporters estimate could cost more than $500 million,” the New York Times reports.

“The legacy project has proved magnetic to Obama lifers both inside and outside the White House. Marty Nesbitt, a Chicago investor who is so close to Mr. Obama that he amounts to the effort’s presidential seal of approval, is leading the outside campaign. He is working with the president’s go-to fund-raiser and 2012 deputy campaign manager, Julianna Smoot, to offer the first caresses to potential donors. Anita Dunn, Mr. Obama’s former communications director, is preparing the media strategy.”

Iowans Approve of Branstad

A new Des Moines Register poll finds Iowans “see their state headed in the right direction and widely approve of Republican Terry Branstad’s job as governor.”

Key finding: 55% of Iowans say the state is headed in the right direction, against 33% who say it’s on the wrong track. In addition, 58% also approve of Branstad’s job as
governor while just 33% disapprove of his performance.

A new Quinnipiac poll finds Branstad’s approval at 58% to 32% and by 50% to 41% think he should be reelected.

A new Washington Post-ABC News poll finds President Obama “is ending his fifth year in office matching the worst public approval ratings of his presidency, with record numbers of Americans saying they disapprove of his job performance and his once-hefty advantages over Republicans in Congress eroded in many areas.”

“Approval rates of both parties in Congress remain worse than Obama’s. Still, it is the president who has suffered the most damage from his administration’s self-inflicted wounds and a year of partisan conflict that included a partial shutdown of the government.”

“Obama’s standing is of particular concern to congressional Democrats as they look to next year’s midterm elections. Parties that control the White House suffer — sometimes significantly — in midterm campaigns when the president’s approval rating is below 50 percent.”

More Republican Senators Will Vote for Budget Deal

“Support for a compromise two-year budget deal grew on Monday ahead of a
Tuesday vote in the Senate as Republicans concluded they could not allow
a measure that passed the House with overwhelming bipartisan support to
die in Congress’s upper chamber,” the New York Times reports.

The Washington Post notes the deal now appears to have sufficient support to survive a key procedural test vote in the U.S. Senate later this week.

Bernanke Says Fed Stood Up to Political Pressure

Federal Reserve Chairman Ben Bernanke said “a willingness to resist political encroachment has been a key strength of the Fed during its first century as the U.S. central bank,” Bloomberg reports.

Said Bernanke: “One value that strikes me as having been at least as important as any other has been the Federal Reserve’s willingness, during its finest hours, to stand up to political pressure and make tough but necessary decisions.”

Brown Will Move to New Hampshire

Former Sen. Scott Brown (R-MA) “plans to move to New Hampshire, the latest sign that he’s considering a U.S. Senate bid there, which would complicate Democrats’ effort to hold their majority in the chamber,” Bloomberg reports.

“Brown, 54, has found a buyer for his Wrentham home and is set to close on that deal this week, Andrew I. Glincher, managing partner and chief executive officer at Brown’s employer Nixon Peabody LLP, said in an interview. Brown will continue to work out of the law firm’s Boston office because he isn’t licensed to practice law in New Hampshire.”
