Republicans at Trump’s Mercy on Border Wall

Politico: “Senate GOP leaders have discussed with the president the possibility of providing Trump with $5 billion in guaranteed money for the wall but spread over two years, according to two Republicans familiar with internal discussions. Trump has not ruled out the idea, according to a Republican senator, but it’s unclear whether Democrats will go along with that minor concession.”

“There’s still no clear way out of a bipartisan jam: Republicans promised Trump that they would fight for his wall money after the election. And Democrats say they already have a deal on $1.6 billion in border security, far less than the $5 billion preferred by the president and his allies in Congress.”

Playbook: “Republicans truly believe that Democrats will support legislation that includes wall money because they don’t want to have to deal with a funding crisis next year. Many of the Democrats we speak to are skeptical of that — especially in the House — but this all has to be resolved over the next few days.”

Playbook: “One of the seven appropriations bills that needs to get passed in the next 10 days is the Commerce, Justice, Science bill, which has some funding for Bob Mueller’s probe of the White House. If there’s a shutdown, it will be up to President Trump whether to make Mueller essential, or keep him sidelined until Congress finds a funding solution. This is chatter that is picking up on the Hill.”

The Deficit Didn’t Explode Because Trump’s an Idiot

Jonathan Chait: “President Trump has been demanding that his aides draft a plan to reduce the swelling budget deficit while simultaneously ruling out virtually all categories of possible deficit reduction and demanding new deficit-increasing measures of his own. The Washington Post has plenty of hilarious details from the administration’s internal fiscal deliberations, such as they are. Trump comes across as possessing every bit as much fiscal acumen as you would expect from a man who managed to bankrupt a casino, required hundreds of millions of dollars in secret cash infusions from his father to stay afloat, and can barely absorb written material of even the shortest length.”

“The Post’s account draws heavily from the perspective of Trump’s current and former advisers, who treat his buffoonery as the central cause of the administration’s fiscal straits. But the reality is that Trump is simply expressing a more ignorant version of standard-issue Republican budgeting.”

Stan Collender: “It also demonstrates a complete failure by Office of Management and Budget Director Mick Mulvaney and the rest of the Trump administration’s economic team. How is it possible that they have had so little influence with and impact on the president that, almost two years after he took the oath of office, he is so clueless?”

Shutdown Watch

Playbook: “It’s Monday, and by next Friday, a chunk of government is slated to shut down. President Trump also wants funding for his border wall by Dec. 7. Seven spending bills need to pass in the next 11 days to avoid a temporary shutdown of big patches of government.”

“Trump has just 39 days left of an all-Republican D.C. He has every incentive to push as hard as he possibly can for as much funding as possible for his border wall. A shutdown wouldn’t even hurt too badly. Department of Homeland Security funding — which expires Dec. 7 — can be continued on an emergency basis if Congress cannot pass a bill. So there is nothing stopping him from a big-time, drag-out fight.”

“Democrats take control of the House in a few weeks, so they have zero incentive to cooperate in passing spending for Trump’s border wall without a big concession. DREAM Act? DACA protections? These could all be on the table. Remember: Trump needs 60 votes in the Senate, so Democratic cooperation is a must.”

“President Trump is demanding top advisers craft a plan to reduce the country’s ballooning budget deficits, but the president has flummoxed his own aides by repeatedly seeking new spending while ruling out measures needed to address the country’s unbalanced budget,” the Washington Post reports.

“Trump’s deficit-reduction directive came last month, after the White House reported a large increase in the deficit for the previous 12 months. The announcement unnerved Republicans and investors, helping fuel a big sell-off in the stock market. Two days after the deficit report, Trump floated a surprise demand to his Cabinet secretaries, asking them to identify steep cuts in their agencies.”

Trump Threatens Government Shutdown Again

“President Trump warned on Thursday there could be a government shutdown next month over security on the border with Mexico, suggesting he could hold up negotiations if no more money is provided for a wall between the two countries,” Reuters reports.

“Congress just can’t help itself: With a partial government shutdown potentially two weeks away, Democrats and Republicans are dug in, each side upping its demands and vowing not to buckle to the other,” Politico reports.

“President Trump is pressuring Republicans to obtain at least $5 billion for his border wall, far more than what Senate Democrats are prepared to give. Democrats in turn are considering pushes for legislation to protect special counsel Robert Mueller and the elimination of a citizenship question from the next census, according to people familiar with the negotiations.”

GOP Tax Hike Came Back to Bite Them

“President Trump’s $1.5 trillion tax cut was supposed to be a big selling point for congressional Republicans in the midterm elections. Instead, it appears to have done more to hurt, than help, Republicans in high-tax districts across California, New Jersey, Virginia and other states,” the New York Times reports.

“House Republicans suffered heavy Election Day losses in districts where large concentrations of taxpayers claim a popular tax break — the state and local tax deduction — which the law capped at $10,000 per household. The new limit resulted in an effective tax increase for high-earning residents of high-tax states who claim more than $10,000 per year in SALT.”

“The U.S. recorded a $100.5 billion budget deficit in October, an increase of about 60 percent from a year earlier, as spending grew twice as fast as revenue,” Bloomberg reports.

Stan Collender: “The new reality is that, with a Democrat-controlled House next year, it may make more political sense for Trump to keep the wall issue alive through the next Congress — especially if he’ll be able to blame House Democrats for it not being funded — than to get his funding now.”

“‘The wall’ isn’t the real issue anyway; it’s just a way for Trump and other Republicans to appeal to the GOP base on immigration without using language that others will find offensive.”

“Given how much Trump relied on immigration in the midterms, it’s a safe bet to assume that he’ll want to keep the issue alive somehow and make it a major focus of his reelection campaign over the next two years. One of the best ways to do that will be not to make a stand that it be funded now.”

Trump Wants No More Relief Funds for Puerto Rico

“President Trump doesn’t want to give Puerto Rico any more federal money for its recovery from Hurricane Maria, White House officials have told congressional appropriators and leadership. This is because he claims, without evidence, that the island’s government is using federal disaster relief money to pay off debt,” according to Jonathan Swan.

“Trump also told senior officials last month that he would like to claw back some of the federal money Congress has already set aside for Puerto Rico’s disaster recovery, claiming mismanagement.”

Senate Minority Leader Charles Schumer (D-NY) said that Democrats “might tie their support for the next spending bill to legislation that would protect special counsel Robert Mueller – although he stopped short of saying he would be willing to risk a shutdown,” USA Today reports.

Said Schumer: “The appointment of Mr. Whitaker should concern every American –Democrat, Republican, liberal, conservative – who believes in rule of law and justice. He has already prejudged the Mueller situation. If he stays there, he will create a constitutional crisis by inhibiting Mueller or firing Mueller, so Congress has to act.””

California Gas Tax Repeal Loses Steam

CNBC: “Republicans in California had rallied around a gas tax repeal known as Proposition 6, but the measure is now at risk of failing, according to a new poll. That could mean trouble for some GOP candidates who pinned hopes on gaining votes from supporters of the ballot initiative.”

“Top House Republican leaders have been contributors to the gas tax repeal effort, hoping it will boost GOP voter turnout in tight congressional races in California.”

Hatch Says New Tax Cut ‘Highly Unlikely’

Sen. Orrin Hatch (R-UT) told Roll Call the Senate is “highly unlikely” to pass a 10 percent tax cut for the middle class even after the midterm elections.

Said Hatch: “I’ve seen miracles happen before.”

But he added that it would take “a real monumental effort” to get anything like Trump has proposed to rally Republicans to the polls for the Nov. 6 midterms through the Senate.
