“In the last six decades, no president has spoken as many words – by actual or average count – in an address to Congress than President Joe Biden,” USA Today reports.
“In his second State of the Union address on Tuesday night, Biden set a new record for words spoken, 9,191, eclipsing President Bill Clinton’s 1995 address by a single word.”
“In average number of words, Biden also has the most.”
“It’s not every day that foreign observers are needed to monitor an election in Germany, one of the west’s richest and most stable democracies. But then again, Berlin is no ordinary city,” the Financial Times reports.

Former Nebraska gubernatorial candidate Charles Herbster (R) is considering challenging Sen. Pete Ricketts (R-NE) in 2024, The Dispatch reports.
“The news comes roughly two weeks after former two-term Gov. Ricketts—appointed by his successor Jim Pillen to fill former Sen. Ben Sasse’s seat—was sworn into office January 23.”
“Over the last few years, a new variant of H5N1 has spread widely through wild and domestic bird populations around the world. It has taken an unusually heavy toll on wild birds and repeatedly spilled over into mammals, such as foxes, raccoons and bears, that might feed on infected birds,” the New York Times reports.

Gallup: “Reflecting on their personal financial situations, 35% of Americans say they are better off now than they were a year ago, while 50% are worse off.”
“Since Gallup first asked this question in 1976, it has been rare for half or more of Americans to say they are worse off. The only other times this occurred was during the Great Recession era in 2008 and 2009.”

Greg Abbott (R) “is warning state agency and public university leaders this week that the use of diversity, equity and inclusion initiatives — policies that support groups who have been historically underrepresented or discriminated against — is illegal in hiring,” the Texas Tribune reports.
Susan Glasser: “The suspense of the evening was not rooted in what Biden would say but how he would say it—and how it would be received. Would the far-right Republican extremists who had held up their own party’s leadership through fifteen long ballots at the start of the year, rather than sign off on McCarthy as Speaker, once again act up?”

She took her entire five minutes of question time saying she would not let the witnesses speak because they banned her Twitter account.
Sen. Rick Scott’s (R-FL) “has released an ad calling for President Biden to resign after he said in his State of the Union address on Tuesday night that some in the GOP want to ‘sunset’ Social Security and Medicare,” The Hill reports.
Florida Gov. Ron Desantis (R) responded to Donald Trump’s sharing of photos showing him partying with high school girls: “I spend my time delivering results for the people of FL .. that’s how I spend my time. I don’t spend my time trying to smear other Republicans.”
“Speaker Kevin McCarthy vowed during his party’s campaign to win control of the House that things would be different when Republicans took over, with new policies on the agenda, new people in charge and ‘something that hasn’t been done in years’: a new ritual of reading every single word of the Constitution aloud from the floor on Day 1,” the New York Times reports.
“That did not happen. On Day 1, Mr. McCarthy was embarking on an epic negotiation to win over right-wing holdouts in what would become a grueling, 15-ballot election to become speaker, preparing a broad set of concessions he would ultimately make to win the post. And he has been slow to get started on the ambitious policy agenda Republicans have laid out.”
“But on Tuesday, 35 days after the dawn of their majority and hours before President Biden was set to give his State of the Union address in the chamber, Republicans stood one by one for a 43-minute recitation of the document. It was the latest in a string of symbolic actions the party has taken — many of them aimed at signaling patriotism and a devotion to the nation’s founding principles — to show that the House is under new management.”
“Federal Reserve Chair Jerome Powell stuck to his message that interest rates need to keep rising to quash inflation and this time, the bond market listened,” Bloomberg reports.
“In particular, Powell floated the idea during an event in Washington on Tuesday that borrowing costs may reach a higher peak than traders and policymakers anticipate. The talk was Powell’s first since last Wednesday, following the Fed’s decision to raise rates by a quarter point, when markets shook off his warning that rates were headed up and rallied anyway.”
