New York Times: ““It was Mr. Pompeo who helped Mr. Trump and Mr. Giuliani oust the respected American ambassador to Ukraine, Marie L. Yovanovitch, in April. Both Michael McKinley, a senior adviser to Mr. Pompeo and a four-time ambassador, and Philip T. Reeker, the acting assistant secretary for Europe, testified that they asked State Department leadership to defend Ms. Yovanovitch from false accusations, only to be rejected.”

“Mr. McKinley said he personally urged Mr. Pompeo three times to issue a defense; the revelation of that detail in a transcript released on Monday undercut a declaration Mr. Pompeo made in an interview last month that he ‘never heard’ Mr. McKinley ‘say a single thing’ about Ms. Yovanovitch’s ouster.”

Conservatives Leave California

Los Angeles Times: “Just over half of California’s registered voters have considered leaving the state, according to a UC Berkeley Institute of Governmental Studies poll conducted for the Los Angeles Times.”

“Republicans and conservative voters were nearly three times as likely as their Democratic or liberal counterparts to seriously have considered moving — 40% compared with 14%, the poll found. Conservatives mentioned taxes and California’s political culture as a reason for leaving more frequently than they cited the state’s soaring housing costs.”

Will Buttigieg’s Iowa Popularity Translate?

New York Times: “Mr. Buttigieg’s critics say he is offering voters feel-good platitudes without a proven track record of electoral success. But his supporters say his vision, and his identity as an openly gay candidate, make him an inherently transformative figure.”

“He has successfully built a sustainable ground game throughout the state, generating buzz among voters and turning out crowds of several hundred people in towns of just a few thousand. For growing numbers of likely caucusgoers, he is emerging as the moderate front-runner in the race, ahead of even former Vice President Joseph R. Biden Jr. And he is clearly worrying some of his top rivals in the state, like Senator Elizabeth Warren of Massachusetts, who has recently started taking implicit shots at Mr. Buttigieg by needling candidates who have teams of consultants and centrist ideas.”

“A US appeals court decision Monday against President Trump’s effort to keep his tax returns from a grand jury marks the second major court ruling in recent weeks rejecting bold assertions from the President’s lawyers that would shield him from investigation,” CNN reports.

“Both decisions are likely to be tested at the Supreme Court in upcoming months. Yet both were grounded in long-standing precedent and may face a tough road toward reversal.”

Castro Lays Off New Hampshire, South Carolina Teams

“Julián Castro’s campaign will fire its staff in New Hampshire and South Carolina, a source familiar with the campaign told Politico. The campaign notified the state teams on Monday and their final day will be next week.”

“The source said the campaign will continue focusing on Iowa and Nevada with a $50,000 television ad buy in Iowa beginning Tuesday morning. The moves amount to a long-shot attempt to remain in the presidential contest in the hopes of catching fire before the first contests begin next February.”

Tom Steyer Aide Stole Data from Kamala Harris

“A South Carolina aide for Tom Steyer’s 2020 presidential campaign stole valuable volunteer data collected by Kamala Harris’ campaign using an account from when he worked with the S.C. Democratic Party,” the Charleston Post & Courier reports.

“The Steyer campaign said that it does not have possession of the data and that Democratic officials were only aware of the download, which they said was inadvertent, because they proactively notified them. Both the Democratic National Committee and S.C. Democratic Party denied that.”

But a new poll from the New York Times and Siena College illustrates how Trump has a clear path to winning a second term even as he remains unpopular nationally.”

“The NYT/Siena polling — which is framed as a look at the state of the 2020 race exactly one year before Election Day — indicates the Electoral College advantage that landed Trump in the White House (despite him receiving nearly 3 million fewer votes than Hillary Clinton) is still very much in play.”

“The Justice Department is trying to unearth the identity of the Trump administration official who denounced the president in a New York Times Op-Ed last year under the byline Anonymous, according to a letter from a senior law enforcement official on Monday,” the New York Times reports.

“In the letter, Assistant Attorney General Joseph H. Hunt asked the publisher of a forthcoming book by the writer and the author’s book agents for proof that the official never signed a nondisclosure agreement and had no access to classified information or, absent that, for information about where the person worked in the government, and when.”

Don’t Rule Out Another Government Shutdown

Jonathan Bernstein: “Is it likely? It shouldn’t be. Remember, the first rule of extended shutdowns — anything more than, say, a long weekend — is that they only happen when one side wants it and has the votes. It’s incredibly easy to keep the government’s doors open; all it takes is a one-page bill changing the expiration date, which could get through Congress in an afternoon. So even if the two sides can’t immediately reach an agreement, they could always keep the money flowing while negotiations continue.”

“Plus, Republicans should’ve learned their lesson by now. In 1994, 2013 and last winter, they thought a shutdown would be to their advantage. All three times, it turned out to be a really poor idea that didn’t work at all as a negotiating tactic and didn’t give them a boost in public opinion. This suggests they’ll be reluctant to go along with the president if he wants another one. And he’d need their support: If a temporary measure passes with the backing of both parties, Trump might well block it only to have Congress override his veto.”
