House Chairmen Threaten ‘Escalated Measures’

“The Democratic chairmen of the House Intelligence, Oversight and Foreign Affairs committees sent a letter to White House counsel Pat Cipollone on Tuesday demanding that the Trump administration turn over documents related to the president’s alleged attempts to pressure the Ukrainian government to investigate Joe Biden by Thursday,” Axios reports.

From the letter: “If the recent reports are accurate, it means the President raised with a foreign leader pursuing investigations related to a political opponent in an upcoming U.S. election. That is the very definition of corrupt abuse of power.”

“The letter marks a significant escalation of rhetoric from House Democrats — one that aligns with speculation that the caucus could launch impeachment proceedings imminently if Trump fails to cooperate with the Ukraine investigation.”

Biden Holds Narrow Lead In Nevada

A new USA Today/Suffolk poll in Nevada finds Joe Biden leading the Democratic presidential race with 23%, followed by Elizabeth Warren at 19% and Bernie Sanders at 14%.

Among the second tier of candidates: Kamala Harris is at 4% while Pete Buttigieg, Andrew Yang and Tom Steyer are at 3%.

Twenty-one percent of those surveyed said they remain undecided.

Wilbur Ross Slept Through Trump’s U.N. Speech

CNBC: “Television footage of Ross showed the wealthy businessman sleeping soundly as Trump talked about a possible trade deal with China — which is part of the Commerce chief’s portfolio — and the U.S.’s stance on Iran.”

“Ross had his eyes firmly closed for as long as 15 minutes, video suggested, as Vice President Mike Pence and Secretary of State Mike Pompeo gave the impression of listening intently to Trump.”

Warren Announces $10 Million Ad Campaign

“Elizabeth Warren’s presidential campaign on Tuesday announced an early-state ad campaign of at least $10 million, suggesting that the Massachusetts senator is continuing to raise big money from grass-roots donors after an anemic start,” Politico reports.

“The campaign also released three ads Tuesday — 15-second, 30-second, and 1-minute spots — which highlight Warren’s policy plans and her intention to crack down on corruption in government.”

House Barrels Toward Impeachment

“House Democrats hurtled on Tuesday toward a consequential set of decisions about the potential impeachment of President Trump, weighing a course that could reshape his presidency amid starting allegations that he sought to enlist a foreign power to aid him politically,” the New York Times reports.

“Speaker Nancy Pelosi, who has stubbornly resisted a rush to impeachment, appeared to be rapidly changing course, as lawmakers from every corner of her caucus lined up in favor of filing formal charges against Mr. Trump if the allegations are proven true, or if his administration continues to stonewall attempts by Congress to investigate them.”

“Ms. Pelosi planned a meeting Tuesday afternoon to coordinate strategy with the six committee chairmen who have led the investigations of Mr. Trump, followed by a broader closed-door meeting of all of the chamber’s Democrats to brief them and gauge their mood in light of the changed circumstances.”

Trump Confirms He Withheld Military Aid from Ukraine

“President Trump confirmed Tuesday that he withheld military aid from Ukraine, saying he did so over his concerns that the United States was contributing more to Ukraine than European countries were,” the Washington Post reports.

Said Trump: “My complaint has always been, and I’d withhold again and I’ll continue to withhold until such time as Europe and other nations contribute to Ukraine because they’re not doing it.”

“Trump was responding to reporting by the Washington Post that Trump told his acting chief of staff Mick Mulvaney to hold back almost $400 million in military aid for at least a week before Trump spoke to the Ukrainian president.”

Trump Dismisses Calls to Impeach Him

President Trump scoffed at the mounting calls for impeachment proceedings from House Democrats as he faces increasing scrutiny for his interactions with Ukraine, The Hill reports.

Said Trump: “I think it’s ridiculous. It’s a witch hunt. I’m leading in the polls. They have no idea how they stop me the only way they can try is through impeachment.”

He added: “It’s nonsense, and when you see the call, when you see the readout of the call, which I assume you’ll see at some point, you’ll understand. That call was perfect.”

The Best Argument Against Impeachment No Longer Holds

Zack Beauchamp: “The most compelling argument against impeachment, to my mind, was that it wouldn’t really accomplish anything.”

“There’s a virtual guarantee that impeachment will fail in the Republican-controlled Senate, which means there’s no real chance of actually removing Trump from office. Public opinion about the Russia scandal became more set along partisan lines as time went on, making it unlikely that drawing attention to it would galvanize public opinion against the Trump presidency in 2020. Why risk distracting Democrats from the issues on which Trump is genuinely unpopular, and jeopardizing the House Democratic majority, when the gains were so marginal?”

“This seems to be something like the reasoning that has guided Pelosi’s stolid opposition to impeachment. It’s not obviously correct, but it’s a serious argument — and one that pro-impeachment Democrats and commentators dismissed too easily.”

“The new Ukraine scandal challenges this logic. There is now an obvious and immediate pragmatic upside to impeachment: stopping an ongoing abuse of presidential power that could undermine the integrity of the 2020 election.”

Lessons from Watergate

Jonathan Bernstein: “Very early on, when the original cover-up was still intact and President Richard Nixon was cruising to a landslide re-election, House Majority Leader Tip O’Neill, as Fred Emery tells the story, ‘reckoned that so many bad things had been done by the Nixon men that they simply could not be kept secret indefinitely. Privately, he urged his surprised colleagues in the House leadership to ‘get ready for impeachment.’”

“But O’Neill was patient. The House didn’t move after the cover-up collapsed in spring 1973, or after dramatic Senate hearings that summer revealed that Nixon was personally involved. Only after the Saturday Night Massacre in October, when Nixon ordered Justice Department officials to fire the special prosecutor overseeing the probe, did they start moving toward impeachment. And then for months, the judiciary committee slowly gathered evidence to make its case. This strategy eventually worked, as the story gradually came out and moderate Republicans and conservative Democrats began defecting from Nixon – followed by the rest of the Republican Party in August 1974.”

“Has Pelosi been emulating O’Neill? She’s been taking plenty of heat from pro-impeachment Democrats. She’s certainly been unwilling to get ahead of her caucus. Perhaps that’s because she thinks impeachment could be avoided. Or perhaps she’s been betting that Trump’s past and current lawlessness would keep supplying new evidence pushing ambivalent Democrats toward action – and that a measured, patient process would be far stronger than a rushed one.”

Trump Administration Was Unwilling to Protect Journalist

New York Times publisher A.G. Sulzberger writes that the Trump administration had no intention of alerting or protecting a journalist in Egypt who was in potential danger.

“To give you a sense of what this retreat looks like on the ground, let me tell you a story I’ve never shared publicly before. Two years ago, we got a call from a United States government official warning us of the imminent arrest of a New York Times reporter based in Egypt named Declan Walsh. Though the news was alarming, the call was actually fairly standard. Over the years, we’ve received countless such warnings from American diplomats, military leaders and national security officials.”

“But this particular call took a surprising and distressing turn. We learned the official was passing along this warning without the knowledge or permission of the Trump administration. Rather than trying to stop the Egyptian government or assist the reporter, the official believed, the Trump administration intended to sit on the information and let the arrest be carried out. The official feared being punished for even alerting us to the danger.”

“Unable to count on our own government to prevent the arrest or help free Declan if he were imprisoned, we turned to his native country, Ireland, for help. Within an hour, Irish diplomats traveled to his house and safely escorted him to the airport before Egyptian forces could detain him.”

Sanders Proposes a Wealth Tax on Billionaires

Sen. Bernie Sanders “unveiled a proposal to create a new tax on the wealth of the richest Americans, including a steep tax on billionaires that could greatly diminish their fortunes,” the New York Times reports.

“With the proposal, Mr. Sanders is embracing an idea that has been a centerpiece of the campaign of his top progressive rival, Sen. Elizabeth Warren. But while Ms. Warren came first, Mr. Sanders is going bigger. His wealth tax would apply to a larger number of households, impose a higher top rate and raise more money.”

Trump Mocks Teenage Activist with Sarcastic Tweet

President Trump responded to an impassioned plea at the United Nations by teenage climate activist Greta Thunberg with a sarcastic late-night tweet.

Said Trump: “She seems like a very happy young girl looking forward to a bright and wonderful future. So nice to see!”

Trump attached video of Thunberg’s angry remarks to the gathering in New York: “People are suffering, people are dying, entire ecosystems are collapsing. We are in the beginning of a mass extinction, and all you can talk about is money and fairy tales of eternal economic growth.”

Trump Ignores Kushner’s Main Accomplishment

Politico: ““For months, the president has glossed over his son-in-law’s signature legislative achievement at his campaign rallies. If he brings up criminal justice reform, it’s almost always to mock his predecessors for their inability to get it done. Otherwise, as he did at his three most recent campaign events, he skips over it entirely, indulging in long-winded rants about unresolved issues like trade and immigration instead of plugging one of the few bipartisan triumphs of his administration.”

“The subject’s notable absence from Trump’s 2020 stump speech offers a raw look at the president’s political instincts, which strongly veer toward partisan fights and away from the soaring appeals to national unity of past White House incumbents. And it lacks appeal to his base of rural and older white voters, who often respond better to hard-line rhetoric on the topic of law and order.”

House Considers Special Committee for New Probe

Playbook: “House Democratic leadership is considering creating a specIal committee to investigate Trump’s conversation with the Ukrainian president about Joe Biden.”

“Details have not yet been worked out, and the plan is not yet finalized, but this would be a way to give special import to the probe and remove it from day-to-day committee jurisdiction. It would carry a tight deadline — as to not stretch out this process, and to signal that this isn’t an endless investigation. Some Democrats are already pointing to historic precedent: the Watergate special committee.”

“Pelosi gets to hand-select who is on this committee — ahem, Jerry Nadler — and can exert lots of control over its comings and goings. It could help the leadership continue to methodically build the case for impeachment.”

Court Rules Suspension of Parliament Was Unlawful

“The U.K. Supreme Court has ruled that Boris Johnson’s advice to the Queen that parliament should be prorogued for five weeks at the height of the Brexit crisis was unlawful,” the Guardian reports.

“The judgment from 11 justices on the UK’s highest court follows an emergency three-day hearing last week that exposed fundamental legal differences over interpreting the country’s unwritten constitution.”
