Karoline Leavitt is slated to hold her first White House press briefing at 1pm ET, the AP reports.

Exchange of the Day
Catherine Rampell challenged Scott Jennings on CNN last night:
JENNINGS: This salute trutherism is outrageous.
RAMPELL: Do it right now on TV! If you think it’s a normal way to greet people, do it right now on TV. Why won’t you?!
The Strategy Behind Trump’s Policy Blitz
Jonathan Lemire: “Trump’s ubiquity is also a deliberate strategy, several of his aides and allies told me. Part of the point is to send a message to the American people that their self-declared ‘favorite’ president is getting things done. The person at the Palm Beach meeting and another Trump adviser, who also requested anonymity to describe private conversations, told me that the White House’s flood of orders and news is also designed to disorient already despairing Democratic foes, leaving them so battered that they won’t be able to mount a cohesive opposition.”
“Trump’s actions in his first week have been a mix of signal and noise, of distraction and seriousness. He has taken some defeats. But Trump has succeeded, at least, in creating a stark contrast with the quiet of his predecessor, and in (yet again) shifting the nation’s political discourse back toward him. And compared with 2017, the resistance has been far more muted.”
Flashback Quote of the Day
“I will do everything I can to challenge the Impoundment Control Act in court, and if necessary, get Congress to overturn it. I will then use the president’s long-recognized impoundment power to squeeze the bloated federal bureaucracy for massive savings.”
— Donald Trump, quoted by Roll Call, on June 20, 2023.

Trump Ramps Up Deportation Effort After Slow Start
Wall Street Journal: “U.S. Immigration and Customs Enforcement made nearly 1,200 arrests on Sunday and just under 1,000 on Saturday, marking an uptick after arrest numbers in President Trump’s first few days in office were roughly in line with daily averages seen under the Biden administration. ICE arrested approximately 310 people a day during former President Joe Biden’s last year in office.”
“Trump, entering his second week in office, is looking to make early progress on his campaign vow to carry out the largest mass deportation in U.S. history, with his team targeting immigrants in the country illegally with criminal backgrounds, including minor offenses.”
Shrinking the Role of House Speaker
“The speaker of the House has for centuries played a singular role among political leaders in the United States, as the only partisan figure in Congress who is also explicitly empowered by the Constitution to lead the legislative branch,” the New York Times reports.
“One wouldn’t necessarily know that from watching the recent behavior of Speaker Mike Johnson, Republican of Louisiana, who is conducting himself less like the autonomous head of a coequal branch of government and more like a junior partner to President Trump.”
Trump Threatens Tariffs Over Non-Trade Issues
New York Times: “Mr. Trump has long wielded tariffs as a weapon to resolve trade concerns. But the president is now frequently using them to make gains on issues that have little to do with trade.”
“It is a strategy rarely seen from other presidents, and never at this frequency. While Mr. Trump threatened governments like Mexico’s with tariffs over immigration issues in his first term, he now appears to be making such threats almost daily, including on Sunday, when he said Colombia would face tariffs after its government turned back planes carrying deported immigrants.”
Politico: Trump got what he wanted with Colombia. But his tactics could come back to bite him.
Trump Is Doing Exactly as He Promised
Playbook: “What we are witnessing is nothing short of a revolution inside the U.S. government, with unknown numbers of civil servants either being removed from their jobs or effectively facing some kind of loyalty test if they wish to stay on.”
“But let’s also be clear: Amidst the liberal outrage, it’s important to remember that this was all spelled out by Trump long in advance. Throughout the election campaign, he told America repeatedly that he would reshape the federal government, root out (and even prosecute) his enemies, pardon supporters who were convicted of violent crimes, slash government spending programs en masse and ax huge numbers of federal jobs. And then he won 77 million votes to do exactly that. Those accusing Trump of being anti-democratic might note that this is largely democracy in action.”
Justice Department Under Siege
“Career lawyers and staff at the Department of Justice say the rush of changes in the first week of the Trump administration make them feel like they’re under siege,” Politico reports.
“Even as the moves followed through on vows Trump made on the campaign trail to remake the department under his vision, the swift action still took staffers by surprise.”
Said a former DOJ official: “It is a flat-out purge of individuals who this administration must view either of suspect loyalty, or have worked on matters they just did not like… We are in the early phases of what to me is just looking like a wholesale politically-inspired demolition of the Department of Justice in key places.”
Trump Takes a Big Risk Pausing Federal Grants
Playbook: “His supporters are already celebrating the imminent spending purge, but over the next few days, we’re going to discover the full range of programs, projects and initiatives whose funds have suddenly been blocked.”
“And given the sweeping scale of the order, it seems unlikely these will all be glowingly liberal, woke-tastic DEI projects in coastal America. This order is going to affect communities the length and breadth of the country. Be careful what you wish for, Mr. President.”
Trump Ordered Targets ‘Radical Gender Ideology’
President Donald Trump on Monday night issued an executive order targeting transgender service members and an array of other people, saying that the U.S. military has been “afflicted with radical gender ideology to appease activists” and that “many mental and physical health conditions are incompatible with active duty,” the Washington Post reports.
From the order: “A man’s assertion that he is a woman, and his requirement that others honor this falsehood, is not consistent with the humility and selflessness required of a service member.”
Trump’s Freezing of Foreign Aid Halts Programs Worldwide
“A Trump administration order pausing almost all foreign aid has left counterterrorism training in Somalia, HIV treatment in Uganda, narcotics interdiction in Colombia, prosthetics for refugees from Myanmar, and many more U.S.-funded overseas assistance programs in sudden limbo,” the Wall Street Journal reports.
“The Jan. 24 directive stated that the State Department and the U.S. Agency for International Development ‘shall not provide foreign assistance’ until a high level review of the programs is completed, except to Israel and Egypt and in severe cases where emergency food assistance is needed.”
White House Pauses All Federal Grants
“The White House budget office is ordering a pause to all grants and loans disbursed by the federal government, according to an internal memo sent to agencies Monday, creating significant confusion across Washington,” the Washington Post reports.
“The memo also calls for each agency to perform a ‘comprehensive analysis’ to ensure its grant and loan programs are consistent with President Donald Trump’s executive orders, which aimed to ban federal diversity, equity and inclusion initiatives, and limit clean energy spending, among other measures.”
Trump Administration Halts HIV Drugs in Poor Countries
“The Trump administration has instructed organizations in other countries to stop disbursing H.I.V. medications purchased with U.S. aid, even if the drugs have already been obtained and are sitting in local clinics,” the New York Times reports.
“The directive is part of a broader freeze on foreign aid initiated last week.”
Man Pardoned by Trump Wanted for Soliciting Minor
“A man pardoned for his involvement in the Jan. 6, 2021 riots at the Capitol has been released from federal prison -– but now must face a local charge of soliciting a minor he picked up before the insurrection,” the Houston Chronicle reports.
Scott Bessent Confirmed as Treasury Secretary
“The Senate confirmed Scott Bessent as Treasury secretary on Monday, putting the longtime investor at the center of President Trump’s efforts to cut taxes, fight inflation and impose stiff tariffs on imports,” the Wall Street Journal reports.
“The Senate approved Bessent’s nomination in a 68-29 vote.”
Tillis Assured Hegseth’s Former Sister-in-Law
“A key witness in the contentious Senate confirmation of Defense Secretary Pete Hegseth was assured by Sen. Thom Tillis (R-NC) that her sworn statement would carry weight in last week’s vote and could convince Republican senators to oppose the nominee,“ the Wall Street Journal reports.
“Tillis personally assured Danielle Hegseth in a call on Jan. 19, witnessed by two other people, that if she signed the statement testifying that she believed her former brother-in-law Pete Hegseth has an alcohol abuse problem and was abusive to his second wife, it would carry weight, and potentially move three votes—his own, along with the votes of Sens. Susan Collins (R-ME) and Lisa Murkowski (R-AK).”
“On Friday, Tillis became the 50th senator to vote ‘yes’ on Hegseth, clinching his confirmation to lead the Pentagon.”
