Obama Seeks Diplomacy First in Iraq

“As President Obama weighs airstrikes against marauding militants in Iraq, he has concluded that any American military action must be conditioned on a political plan to try to heal Iraq’s sectarian rifts,” the New York Times reports.

“The president’s two-track response, the official said, stems from his belief that military strikes on radical Sunni militants, absent parallel measures to reform Iraq’s government, will simply hand the country over to competing Shiite, Kurdish and Sunni fighters, and a future of unending sectarian strife.”

First Read notes Obama “made it crystal clear that there’s a very high hurdle for the U.S. intervening in Iraq (via airstrikes or other action), perhaps even higher than folks realize: Iraq’s government has to get its act together first.”

50% Say Midterm Outcome Won’t Help Economy

NBC/WSJ/Annenberg survey: “Exactly half of Americans say that Democrats or Republicans in control of Congress won’t make much of a difference in improving the economy. That’s compared with 25 percent who believe the economy will improve if Republicans control Congress, and another 23 percent who believe it will improve if Democrats are in charge.”

The Washington Post notes the book is “seeking to recast Barry’s legacy as a civil rights icon and crusader for black empowerment while denying, eliding or explaining away the controversies that pocked his four decades in politics. In the most prominent instance, Barry portrays his January 1990 drug bust at a downtown Washington hotel not merely as a sideshow to his decades in public service, but one directly rooted in his efforts to upend white political and economic privilege.”

“For all the talk about how partisan polarization is overwhelming Washington, there is another powerful, overlapping force at play: Voters who are not deeply rooted increasingly view politics through a generic national lens,” the New York Times reports.

“Friends-and-neighbors elections were already a thing of the past in congressional campaigns. But the axiom that “all politics is local” is increasingly anachronistic when ever-larger numbers of voters have little awareness of what incumbents did for their community in years past and are becoming as informed by cable television, talk radio and the Internet as by local sources of news. In this year’s primaries, the trend is lifting hard-liners, but it has benefited more moderate candidates in general elections.”

Republicans Warned Not to Use Pollster

“National Republicans are warning candidates to stay away from House Majority Leader Eric Cantor’s (R-VA) pollster, who predicted just weeks before Cantor’s loss that he was up by a huge margin,” The Hill reports.

“Veteran GOP pollster John McLaughlin has a recent history of missing the mark by a wide margin in his top races. Now, it seems some Republicans have had enough. Sources close to the National Republican Congressional Committee hear that the House GOP’s campaign arm will encourage their candidates to reassess whether they should be using McLaughlin in several top races.”

Race for House Whip Turns Into a Cliffhanger

With House Majority Whip Kevin McCarthy (R-CA) “poised to succeed departing Majority Leader Eric Cantor in this week’s House Republican leadership elections, the race to succeed Mr. McCarthy is turning into a nail-biter,” the Wall Street Journal reports.

“The Thursday election will pit Mr. McCarthy’s top deputy, Rep. Peter Roskam of Illinois, against Rep. Steve Scalise of Louisiana, the head of the Republican Study Committee, a bloc of the House’s most conservative lawmakers. Fellow RSC member Rep. Marlin Stutzman of Indiana also is vying for the position.”

Rick Klein: “The only voters are the 233 House Republicans, and the election combines some of the best and worst aspects of papal conclaves and student council races. The ballots are secret except to a select few, so expect deals and counter-deals, all predicated on rivalries based on who sits with whom at lunch — or at party fundraisers.”

A new Siena poll in New York finds Gov. Andrew Cuomo (D) holds a huge 36-point lead over challenger Rob Astorino (R), 57% to 21%.

Key finding: “Cuomo has a better than two-to-one favorability rating, while Astorino remains unknown to more than two-thirds of New Yorkers.”

Nate Cohn: “Hispanic-Americans are growing in number, coveted by the nation’s political parties and deeply in favor of an overhaul of the nation’s immigration laws. Given this combination, why does such an overhaul still seem to be such a long shot in Washington?”

“One reason is that no demographic group is more marginalized in American elections than Hispanics. Many are ineligible to vote, while those who can vote often do not or are concentrated in noncompetitive districts and states. The dynamic will be particularly strong in this year’s midterms in November, when Hispanic voters will represent a tiny fraction of the electorate in the states and districts critical to the battle for control of Congress.”

Politico: “Establishment forces officially wrested control of the Iowa Republican Party from supporters of Rand Paul on Saturday, a development the victors said would help save the state’s first-in-the-nation presidential caucus from being marginalized and possibly spell the demise of the Ames Straw Poll.”

“The transfer of power to those loyal to Gov. Terry Branstad — which has been in the works for months but was completed on Saturday — increases the likelihood that center-right GOP candidates, such as Chris Christie or Jeb Bush, will choose to compete in the caucus.”

Idaho Republicans in Disarray

“Idaho’s state Republican Party convention degenerated into a fiasco Saturday after attempts to disqualify up to a third of the delegates attending appeared to be succeeding – and the convention ended up adjourning without electing a chairman, setting a platform or doing any of it scheduled business,” the Spokesman Review reports.

Said Rep. Raul Labrador (R-ID): “For three weeks I’ve tried to broker a deal to prevent what happened today.”

“Far from uniting the deeply divided party, the gathering degenerated into dysfunction — though it’s the party that holds every statewide office in Idaho, every seat in the congressional delegation and more than 80 percent of the seats in the state Legislature. It also proved not to be the finest hour for Labrador, whom many looked to as the healer for the fractured party just a day after he announced that he’s running for Majority Leader of the U.S. House; instead, he ended the convention facing jeers and walkouts from his own party members.”

New York Times: “Already uneasy over what they see as an especially hostile strain of anticorporate populism growing within the conservative movement, and threatening the traditional corporate-friendly centers of power inside the Republican Party, many businesses fear the loss of some of their strongest champions on Capitol Hill.”

Goddard spent more than a decade as managing director and chief operating officer of a prominent investment firm in New York City. Previously, he was a policy adviser to a U.S. Senator and Governor.

Goddard is also co-author of You Won - Now What? (Scribner, 1998), a political management book hailed by prominent journalists and politicians from both parties. In addition, Goddard's essays on politics and public policy have appeared in dozens of newspapers across the country.

Goddard earned degrees from Vassar College and Harvard University. He lives in New York with his wife and three sons.
