Obama Steps Up Pressure on Republicans

President Obama “intensified his pressure on Republicans with a hastily scheduled news conference, calling on them to both fund and reopen the government and to raise the nation’s borrowing limit as the federal shutdown entered a second week,” the New York Times reports.

According to the White House, the president again told Speaker Boehner that he was willing to negotiate, but only after the “threat of government shutdown and default have been removed.”

As NBC News reports, Obama “suggested he might accept a short-term agreement that could jump-start talks with Congress.”

If Republicans truly believe that their cause is just, their strategy is popular, and nothing bad will happen, then it is impossible to pressure them to come to the bargaining table. In The Strategy of Conflict, economist Thomas Schelling observed that in a game of chicken, one driver could gain an advantage from throwing the steering wheel out the window. It appears that Republicans have come up with an even more extreme version of that gambit — insisting loudly that they are immune to car crashes.”

Steve Israel (D-NY), who heads up the House Democratic campaign effort, told Democratic lawmakers at a closed door meeting today “that GOP shutdown shenanigans were giving Dems a big recruiting boost, by prompting reluctant Dem candidates to express renewed interest in running in very tough GOP-held districts,” Greg Sargent reports.

“Israel, the chair of the DCCC, also said that if the 2012 House elections had been held today, with polls showing what they are now showing, Dems would have taken back the House, according to several sources present.”

Congress Less Popular Than Cockroaches

A new Public Policy Polling survey finds that only 8% of American voters approve of the job Congress is doing as compared to 86% who disapprove.

“Hemorrhoids, toenail fungus, dog poop, and cockroaches all might be a little bit gross — but they’re all more popular than Congress. Hemorhoids beat out Congress 53/31 with bipartisan support. On the other three there’s a partisan split: Republican voters go for Congress while Democrats take the alternative but overall it’s a 47/40 victory for dog poop, a 44/41 one for toenail fungus, and a 44/42 triump for cockroaches.”

Rep. David Schweikert (R-AZ) told KTVK that Democrats shut down the government in order to raise money for their campaigns.

Said Schweikert: “If you really want to dig down into what’s really going on at base level, the rumor all around Capitol Hill, it’s that this has become a fundraising opportunity. I know this sounds one off, but the reality of it, much of the speechifying, as we call it, you see going on the floor of the House on the Democrat side has been loading up their coffers with online contributions and it’s incredibly cynical because you start to think of why would someone be motivated not to even assign a conference committee just to have a conversation?”

House Republicans “will bring to the floor a bill to create a bipartisan, bicameral committee to address the current fiscal impasse that has shut down much of the government and threatens a debt default,” Roll Call reports.

“A GOP leadership aide said the committee wouldn’t just handle the continuing resolution needed to fund the government. It would have broader jurisdiction similar to the 2011 Joint Committee on Deficit Reduction, also known as the supercommittee, and would cover the debt limit and other fiscal issues.”

The Hill: “The move is an attempt to highlight what the GOP sees as a refusal by
Democrats to compromise in order to end the budget crisis.”

“The deadline to keep open the federal government was only two weeks
away, when the White House quietly floated plans for a summit between
President Obama and the four congressional leaders. The idea was to show
Obama, his sleeves rolled up, engaged as Congress lurched toward a
shutdown. But when top administration officials reached out to Capitol
Hill, Senate Majority Leader Harry Reid’s office had a message for them:
Don’t do it. Reid’s team argued such a meeting would suggest the
Democrats were willing to negotiate when they weren’t. The White House
listened. The summit was nixed. And no serious talks have occurred
since.”

Romney Knew He Would Lose

Despite reports after the 2012 election that Mitt Romney’s campaign team was surprised they lost, John Sides reports in his new book, The Gamble, that the Romney campaign’s own internal data showed that it would lose.

“One senior Romney strategist told us that his simulations based on the campaign’s internal polls gave Romney an 18% chance of winning by the end. This same strategist told us that these simulations never showed Romney being more likely to win than Obama, even after the first debate when the polls narrowed.”

Interestingly, 270 to Win also gave Romney a 18.1% chance to win.

First Read: “The White House has signaled that it is open to a short-term CR and debt-limit hike, which would meet the president’s demand that he won’t negotiate until after both are passed cleanly. After that, you could have a larger negotiation — over entitlements, the sequester, government operations for the rest of the year, and a longer debt-limit hike. Many might argue that such a short-term deal would only prolong the fight. (But isn’t a cooling-off period in order?) The question here is whether Boehner and House Republicans could take this way out.”
