Lawmakers on the traditionally bipartisan Appropriations Committees have failed to reach an agreement over funding Mr. Trump’s signature campaign promise to build a wall between the United States and Mexico — the same fraught debate that led to the nation’s longest government shutdown nearly a year ago.”
