Russia signaled that it was open to talks with the Ukrainian government, but it was unclear what the conditions were, the New York Times reports.
The Russian offer came on the heels of a comment by Ukraine president Volodymyr Zelensky that he was ready to discuss “neutral status” for his country.
Zelensky addressed Russian President Vladimir Putin directly, saying: “There are fights all over the country. Let’s sit down.”
