“President advisers are pushing him to defy congressional investigations in hopes of luring Democrats into escalating a fight that they say will turn voters against the party in the 2020 elections,” Bloomberg reports.

“The advisers are counting on news coverage of the battle with Congress — including Democrats’ raising the possibility of impeachment — distracting attention from candidates vying to replace Trump, and are portraying the president as a victim of partisan gamesmanship.”

Pompeo to Meet with Putin

“Secretary of State Michael Pompeo leaves for Moscow on Sunday, with President Donald Trump again calling for improved ties now that Special Counsel Robert Mueller has finished his investigation,” Bloomberg reports”

“Pompeo will meet U.S. diplomats at the American Embassy in Moscow on Monday before continuing to Sochi for talks with President Vladimir Putin and other senior officials. The secretary has 48 hours — the entire length of the trip — to cram in discussions of disputes between the two nations, involving Ukraine, Venezuela and Syria and other issues, along with continued accusations of election interference.”

Trump Internal Poll Shows Him Losing to Biden

New York Times: “An internal poll of 17 states taken by Mr. Trump’s campaign showed one possible opponent, former Vice President Joseph R. Biden Jr., overtaking Mr. Trump in a head-to-head contest… Mr. Trump fared better in a matchup against Senator Bernie Sanders of Vermont, but Mr. Trump’s low approval numbers were dragging him down against the Democrats. It was unclear whether the campaign poll-tested anyone else in the field.”

“Beto O’Rourke on Friday refused to commit his unconditional support to Democrats down the ticket in 2020 should he secure his party’s nomination, in a contentious exchange with a New Hampshire voter,” CNN reports.

Said O’Rourke: “I can’t take a pledge to support every single Democrat in the country. I need to know about them first, right? Would you want me to make a blanket commitment about people I know nothing about, who I’ve never met?”

Trump Takes Over July 4th Celebration

“President Trump has effectively taken charge of the nation’s premier Fourth of July celebration in Washington, moving the gargantuan fireworks display from its usual spot on the Mall to be closer to the Potomac River and making tentative plans to address the nation from the steps of the Lincoln Memorial,” the Washington Post reports.

“The president’s starring role has the potential to turn what has long been a nonpartisan celebration of the nation’s founding into another version of a Trump campaign rally. Officials said it is unclear how much the changes may cost, but the plans have already raised alarms among city officials and some lawmakers about the potential impact of such major alterations to a time-honored and well-organized summer tradition.”

President Trump told Politico he sees parallels between Joe Biden’s early surge to the front of the crowded 2020 Democratic presidential field and his own runaway success in the 2016 Republican primaries.

Said Trump: “I look at it like my race…. If you remember, from the day I came down the escalator until the end of the primaries, I was in the number-one position. I was center stage every debate. And, you know, nobody came close.”

McGahn Wouldn’t Say Trump Didn’t Obstruct Justice

“Within a day of the release of the Mueller report last month, President Trump sought to have former White House counsel Don McGahn declare he didn’t consider the president’s 2017 directive that he seek Robert Mueller’s dismissal to be obstruction of justice, but Mr. McGahn rebuffed the request,” the Wall Street Journal reports.

New York Times: “His reluctance angered Mr. Trump, who believed that Mr. McGahn showed disloyalty by telling investigators for the special counsel, Robert Mueller, about Mr. Trump’s attempts to maintain control over the Russia investigation.”

“The episode shows the lengths the White House has gone to around the release of the Mueller report to push back on the notion that Mr. Trump obstructed justice.”

House Democrats Subpoena Trump Tax Records

“The chairman of the House Ways and Means Committee subpoenaed the Treasury Department and Internal Revenue Service on Friday, disregarding the Treasury secretary’s refusal this week to hand over six years of President Trump’s personal and business tax returns and demanding access,” the New York Times reports.

“The subpoenas from Rep. Richard Neal (D-MA) to Treasury Secretary Steven Mnuchin and Charles Rettig, the I.R.S. commissioner, amounted to an unexpected shift in tactics in the yearslong Democratic effort to secure tax returns that President Trump has refused to release.”

Washington Post: “Legal experts have said Mnuchin’s refusal to turn over the returns is unprecedented, noting a 1924 law explicitly gives lawmakers the authority to seek the records.”

CNN: “While Neal did not need a subpoena to eventually move to court, he issued them on the advice of House counsel whom he consulted with throughout the process.”

Biden Once Called for ‘Fence’ on Mexican Border

Joe Biden once spoke about jailing employers who hire “illegals,” said sanctuary cities shouldn’t be allowed to violate federal law, and argued a fence was needed stop “tons” of drugs coming into the country from “corrupt Mexico,” CNN reports.

“Speaking to a South Carolina rotary club in November 2006, Biden touted his support for the Secure Fence Act — a bill that authorized 700 miles of double-layered fence on the border through more than a billion dollars in appropriations. The bill was also supported by then-Sens. Barack Obama and Hillary Clinton.”

South China Morning Post: “If China was unwilling to play ball on Trump’s terms, Beijing, analysts said, not only could retaliate by imposing countervailing tariffs of its own, but it also has a range of financial arsenal power at its disposal to punish the US.”

“For starters, China could fire back by dumping its vast holdings of US government debt. Flooding the market with treasuries would push down US bond prices and cause the yields to spike. That would make it more costly for US companies and consumers to borrow, in turn depressing America’s economic growth.”

House Judiciary Committee Chairman Jerrold Nadler (D-N) said that special counsel Robert Mueller will not be testifying before his panel next week, The Hill reports.

“Nadler told reporters that the committee is still negotiating over his testimony with the Justice Department and Mueller but expects him to appear.l

Trump’s Trade War Is Terrible Politics

Jonathan Bernstein: “While presidents are almost always the most public face of the policies they support, most will try to find allies that allow them to depersonalize things to some extent. Normal presidents love having bipartisan support; if that’s unavailable, they’ll at least fall back on their parties. Trump is out there alone on topic after topic, from his border wall to Yemen. On trade, he’s especially isolated. Yes, he’s brought a handful of Republicans with him, and on China in particular he may have a few added allies. But overall, Trump’s trade wars are going to result in some unusually personal successes or failures.”

“Even under the best of circumstances, this would be a very delicate issue for a president. Expanded trade tends to produce overall gains for the economy at the expense of losses in specific sectors. That’s dangerous enough, since visible losses can be politically potent. But starting a trade war not only imposes specific losses when other countries retaliate, it also risks serious damage to the broader economy. That’s a whole lot of risk for a president with very little potential reward.”

Goddard spent more than a decade as managing director and chief operating officer of a prominent investment firm in New York City. Previously, he was a policy adviser to a U.S. Senator and Governor.
