Justice Ruth Bader Ginsburg called proposed changes to the U.S. Constitution — such as changing the Electoral College system — “more theoretical than real,” the Chicago Sun Times reports.
Said Ginsburg: “It’s largely a dream because our Constitution is … hard to amend. I know that from experience.”
