When a joint session of Congress convenes on Wednesday to certify the Electoral College vote, former Sen. David Perdue (R-GA) won’t be able to vote because his term ended on Sunday. Even if Perdue wins the Tuesday runoff in Georgia, the results won’t be certified in time for the vote on Wednesday.
