Circuit judges hearing the case appeared highly skeptical of the Justice Department’s narrow view of the Constitution’s ‘speech or debate’ protection for lawmakers, but it was unclear whether that disagreement would translate into a ruling that denies investigators access to the contents of a cell phone they seized from the Republican congressman in August.”
