The Return of the Mental Hospital

“The linked crises of drug addiction and homelessness have Washington on the verge of embracing a health care provider it once repudiated: the mental hospital,” Politico reports.

“Nearly 60 years after Congress barred Medicaid from treating people in what were then derided as insane asylums, lawmakers are on the verge of reversing course.”

“The reasons: Community-based care championed since the 1960s hasn’t stopped record overdoses — and constituents have had it with the brazen drug use and tent encampments in their cities. Some public health advocates agree that times have changed and the magnitude of the crises justifies lifting the rule.”

Another Plane of Migrants Arrives in Chicago

“Hours after a plane from Texas carrying 355 migrants arrived early Sunday morning in Rockford, Mayor Brandon Johnson repeated his plea for more federal support to address the ongoing migrant crisis,” the Chicago Sun Times reports.

“After landing, the passengers were put on eight buses chartered by Texas Gov. Greg Abbott… The buses dropped the migrants in the surrounding suburbs, and they are now making their way to Chicago via trains and other means.”

More Americans Can Get Insulin for $35

CNN: “Sanofi is joining the nation’s two other major insulin manufacturers in offering either price caps or savings programs that lower the cost of the drugs to $35 for many patients. The three drugmakers are also drastically lowering the list prices for their products.”

“Some 8.4 million Americans rely on insulin to survive, and as many as 1 in 4 patients have been unable to afford their medicine, leading them to ration doses – sometimes with fatal ramifications, according to the association.”

Donald Trump on Trial

Nate Cohn: “Maybe the criminal trial of Mr. Trump will not go down as ‘the greatest political spectacle of our lives’ or something similarly grandiose, but it’s hard to think of anything like it that’s ever been scheduled on the political calendar.”

“The trial promises to be the political center of gravity for the first half of the year, with the federal election subversion trial scheduled to begin on March 4 — the day before Super Tuesday in the GOP primary — and then possibly lasting through the heart of the primary season, although delays are possible.”

“It is hard to believe that a trial, in itself, will do grave political damage to Mr. Trump. After all, he endured the indictments unscathed. And he would probably amass enough delegates to win the Republican nomination even before the jury issued a verdict. The preponderance of Republican delegates will be awarded within a month of the start of the trial if it begins as scheduled.”

“But there is a way a trial could matter: It might lead to a realization by Republican primary voters and elites that Mr. Trump is likely to be convicted. And whether they see it coming or not, a conviction isn’t the same as a trial or an indictment. It might be far more consequential.”

The Independent: Trump’s GOP rivals promise to pardon him if elected.

Americans Less Gloomy About the Economy

A new USA Today/Suffolk poll has potentially good news for President Biden: “Views of the economy are brightening. Now 29% say the economy is in recovery, a jump of 8 percentage points since the survey in late October. In the wake of positive reports on employment, inflation and the stock market, that’s the highest level since August 2021.”

“To the frustration of the White House, though, the sunnier perception hasn’t translated to higher support for the president − at least not yet.”

Kevin McCarthy Departs

Punchbowl News: “Former Speaker Kevin McCarthy’s last day in Congress was Sunday. There are now 220 Republicans in the House, 213 Democrats and two vacancies. The California Republican was the third shortest-serving speaker of the House in U.S. history, holding the gavel for just 270 days.”

“McCarthy has a ton of political cash that he can spend on practically anything besides directly enriching himself. His Majority Committee PAC, or MC PAC, has $4 million on hand, while his reelection campaign committee – McCarthy for Congress – has $10.6 million. McCarthy may have to give some money back to donors but expect this kitty will help fund his political operation going forward.”

New York Times: “Whether the 2024 presidential election cycle brings you dread or excitement, there’s no doubt that the table is set for an extraordinary year.”

“The potential for political turmoil has rarely seemed more obvious. Voters are deeply dissatisfied with the direction of the country and their options for president. President Biden’s approval rating is lower at this stage than for any president in the era of modern polling, dating to the 1940s. His likely opponent faces several criminal trials. Waiting in the wings, there’s an independent candidate with the last name Kennedy. The Democratic convention is even in Chicago.”

New York Times: “With just two weeks until Iowa’s first-in-the-nation nominating contest, Mr. Trump’s campaign is dedicated to meeting high expectations and avoiding a repeat of 2016, when Mr. Trump narrowly came in second in Iowa despite being ahead in polls.”

“With echoes of Mao Zedong’s ‘continuous revolution,’ Xi has sent fear rippling through the ranks of the Communist Party for more than a decade with the largest campaign against corruption in modern Chinese history. It is now threatening to petrify the party as it tries to steer the world’s second-largest economy through its greatest period of uncertainty in a generation.”

“Since he came to power in 2012, party enforcers have punished roughly five million people for offenses as serious as abuse of power and as innocuous as creating excessive red tape.”

Goddard spent more than a decade as managing director and chief operating officer of a prominent investment firm in New York City. Previously, he was a policy adviser to a U.S. Senator and Governor.

Goddard is also co-author of You Won - Now What? (Scribner, 1998), a political management book hailed by prominent journalists and politicians from both parties. In addition, Goddard's essays on politics and public policy have appeared in dozens of newspapers across the country.

Goddard earned degrees from Vassar College and Harvard University. He lives in New York with his wife and three sons.
