And Mr. Norman, a hard-line conservative who has staunchly backed Mr. Trump’s agenda over his nine years in Congress but sometimes clashed with him on spending, is hoping that voters will reward his record — contrarian streak and all — and reject the president’s efforts to anoint a senator.”
