NBC News: “They rarely agree on much, but health care experts on the left, right and center of the political spectrum have found consensus on the House GOP’s Obamacare replacement: It won’t work.”

“Let’s start with the primary objection from the center and left: It’s very likely people will lose insurance coverage if the GOP plan became law, taking full effect in 2020. Possibly a lot of people…”

“Republicans have long argued that the goal of a replacement should be to reduce the cost of insurance and health care procedures rather than simply hand money over to individuals to buy it. But experts complain that the GOP plan leaves out the most prominent proposals (especially among conservatives) that might drive costs down. And some of its features could potentially drive prices higher.”

Trump Has Positive Approval Rating for First Time

A new USA Today/Suffolk University poll finds President Trump with a positive 47% to 44% approval rating.

Nonetheless, he is the first president in modern times not to score majority approval at this early point in his tenure.

Trump Mulls Cuts to Coast Guard, TSA to Fund Wall

“The Trump administration, searching for money to build the president’s planned multibillion-dollar border wall and crack down on illegal immigration, is weighing significant cuts to the Coast Guard, the Transportation Security Administration and other agencies focused on national security threats,” the Washington Post reports.

“The proposal also would slash the budget of the Federal Emergency Management Agency, which provides disaster relief after hurricanes, tornadoes and other natural disasters. The Coast Guard’s $9.1 billion budget in 2017 would be cut 14 percent to about $7.8 billion, while the TSA and FEMA budgets would be reduced about 11 percent each to $4.5 billion and $3.6 billion, respectively.”

“The plan puts the administration in the unusual position of trading spending on security programs for other security priorities at the southern border, raising questions among Republican lawmakers and homeland-security experts.”

Rapport Between Trump and Obama Crumbles

Wall Street Journal: “The budding feud between two men who share the unique bond of membership in the commander-in-chiefs’ club is a fresh distraction in a Trump presidency that has been struggling to enact its agenda. The rift also is distancing Mr. Trump from a former two-term president who had offered to give private advice and counsel as the onetime businessman settles into his first job in public office… They haven’t spoken, although Mr. Trump tried to call Mr. Obama to thank him for the traditional letter that one president leaves for his successor in the Oval Office. Mr. Obama was traveling at the time and the two never connected.”

“Keeping a low profile in post-presidency, Mr. Obama had decided he wouldn’t respond to every intemperate Trump tweet… But he was livid over the accusation that he bugged the Republican campaign offices, believing that Mr. Trump was questioning both the integrity of the office of the president and Mr. Obama himself.”

Politico: “Republicans have railed for seven years against the ‘budget gimmicks’ and lack of transparency they say Democrats used to help pass Obamacare. But now as they start debate on their repeal bill, Republicans say the plan’s price tag and estimates of how many people it will cover aren’t really important.”

“Anticipating that their plan will leave fewer Americans insured than Obamacare and potentially cost the federal government more, Republican leaders on Tuesday launched a preemptory strike against forthcoming predictions from Congress’s independent scorekeeper, the Congressional Budget Office.”

Garcetti Wins Re-Election In Landslide

“Los Angeles Mayor Eric Garcetti won reelection Tuesday in what appeared to be one of the biggest landslides in the city’s history, crushing 10 little-known rivals and strengthening his standing for a potential run for higher office,” the Los Angeles Times reports.

“With nearly half the ballots counted, Garcetti was holding more than 80% of the vote. If his vote share remains in that range when the tally is done, it will likely surpass the record of nearly a century of Los Angeles mayors.”

“They’re roughly modeling the event on CPAC, the American Conservative Union’s annual gathering that’s become a prime stop for Republican leaders, and which notably gave Donald Trump his first major political platform as he was entering the fray.”

CIA Providing Raw Intelligence on Russia to Lawmakers

Politico: “Lawmakers are trekking to CIA headquarters in Langley … to review classified evidence on Russia’s involvement in the presidential election. The House has scheduled its first public hearing on the issue. And the Senate is preparing to interview witnesses. The congressional investigations into ties between President Donald Trump’s campaign and Russian officials are in full swing. For months, the leaders of the House and Senate Intelligence Committees said their investigations into Russia’s meddling in the 2016 presidential election were in their ‘initial’ stages.

“On Tuesday, it became clear that the probes had moved into a new phase. The CIA is now providing raw intelligence documents to committee members, according to multiple senators.”

China Grants Trump Trademarks

“China has granted preliminary approval for 38 new Trump trademarks, paving the way for President Donald Trump and his family to develop a host of branded businesses from hotels to insurance to bodyguard and escort services,” the AP reports.

“If President Trump receives any special treatment in securing trademark rights, it would violate the U.S. Constitution, which bans public servants from accepting anything of value from foreign governments unless approved by Congress, ethics lawyers from across the political spectrum say. Concerns about potential conflicts of interest are particularly sharp in China, where the courts and bureaucracy are designed to reflect the will of the ruling Communist Party.”

White House officials tell Mike Allen that President Trump is prepared to use a combination of hug and hammer to try to rescue Republicans’ repeal-and-replace plan for Obamacare after a rocky roll out.

The hug: “Trump plans to travel the country to talk up the need for repeal, Vice President Pence has mobilized, Cabinet members will be deployed, administration officials are blitzing talk radio, and the White House has begun outreach to conservative groups.”

The hammer, per a White House official: “Ultimately, members are going to be faced with a binary choice: Do I support repeal, or have I gone to voters for four election cycles in a row, and now look to keep Obamacare?”

Playbook: “We’re told the president is being urged to stop saying that this health-care bill represents the beginning of a negotiation. He supports the bill, and any confusion about where he stands, allies and aides say, is not helpful. His rhetoric already seems to have changed. He’s privately threatening retribution for people who don’t get on board.”

Planes of Trump and Russian Billionaire Crossed Paths

McClatchy: “Five days before the November election, a Russian billionaire’s jet wheeled to a stop at Charlotte Douglas International Airport. Less than 90 minutes later, Donald Trump’s campaign jet arrived on the same tarmac for an afternoon campaign rally in nearby Concord.”

“Who was aboard Dmitry Rybolovlev’s luxurious jet and whether the planes’ near-simultaneous arrival facilitated another previously undisclosed Russian contact with Trump, his family or campaign associates remain unanswered questions.”

“The proximity of their intersecting flights, coupled with evidence that Rybolovlev’s plane was also in Las Vegas briefly on the same day as Trump, Oct. 30, has fueled internet plots.”

“Trump and Rybolovlev, however, agree on this: They say they have never met, although Trump sold a Palm Beach mansion to the Russian fertilizer magnate for $95 million eight years earlier.”

Said Rep. Mo Brooks (R-AL): “Right now the Speaker of the House does not have the votes to pass this bill unless he’s got substantial Democratic support.”

Trump Warns of ‘Bloodbath’ If GOP Fails on Health Care

President Trump warned House Republicans if they can’t pass health care legislation after seven years of promises it could be a “bloodbath” in the 2018 midterm election, CNN reports.

Trump vowed to throw his full support behind the effort to repeal and replace the Affordable Care Act during a meeting with House GOP leadership, saying he is “proud” to support a GOP-authored plan to replace Obamacare and told members behind closed doors that he would support it “100%.”

Hawaii Will File Lawsuit to Block Travel Ban

Why Is McConnell Pushing the House Bill So Quickly?

Jonathan Chait: “Following the unveiling of the House Republican plan to shrink Obamacare dramatically, two surprising things happened. The first is that the conservative-movement apparatus has lined up rapidly against the bill…. The second surprising thing is that Senate Majority Leader Mitch McConnell announced his intention to jam the House bill through the Senate quickly. Rather than develop its own bills through committees and the normal debate process, McConnell declared he plans to bring it directly to the Senate floor. Neither of these decisions makes a great deal of sense on their own, and they make even less sense in conjunction with each other.”

“While McConnell’s plan might be necessary in order to keep the party’s legislative strategy on track, it is highly and even delusionally optimistic, given the state of his vote count. It also runs counter to the Senate’s institutional culture.”

“This raises a question: Is it designed to violate the Senatorial ego? And thus to fail? Neither the conservative revolt nor McConnell’s plan make a lot of sense if you view them as strategies designed to yield the most right-wing health-care policy that is attainable. They do make sense as a strategy designed to insulate Republicans from failure.”
