House Committee Probes Russian Payment to Flynn

“In an unusual bipartisan letter, House Oversight and Government Reform committee chair Rep. Jason Chaffetz and ranking minority member Rep. Elijah Cummings have asked a Washington-based speakers bureau, Leading Authorities, to turn over information on how much Flynn was paid for his appearance at an event celebrating the 10th anniversary of RT — the Russian-government funded news organization — where he sat at the same table for dinner as President Vladimir Putin,” Yahoo News reports.

Meanwhile, The Hill reports the Pentagon says it “has not discovered any evidence former national security adviser Michael Flynn received authorization to accept money for a paid Russian state TV event in 2015.”

Tillerson Begins State Department Purge

CBS News: “While Rex Tillerson is on his first overseas trip as Secretary of State, his aides laid off staff at the State Department on Thursday. Much of the seventh-floor staff, who work for the Deputy Secretary of State for Management and Resources and the Counselor offices, were told that their services were no longer needed.”

“These staffers in particular are often the conduit between the secretary’s office to the country bureaus, where the regional expertise is centered. Inside the State Department, some officials fear that this is a politically-minded purge that cuts out much-needed expertise from the policy-making, rather than simply reorganizing the bureaucracy.”

“There are clear signals being sent that many key foreign policy portfolios will be controlled directly by the White House, rather than through the professional diplomats.”

Playbook: “Republicans control the White House and both houses of Congress for the first time in more than a decade. After eight years of Barack Obama, GOP lawmakers had big plans: repeal Obamacare, overhaul the tax code, pass a massive infrastructure, just to name a few. But so far, Republicans have made little progress on any of President Donald Trump’s grandiose campaign promises and the daily dramas of his administration are starting to take their toll on everyone, most notably elected officials on the other side of Pennsylvania Avenue.”

“Republicans say they won’t be distracted by his tweets or his missives, but they are starting to be the defining characteristic of his administration. Trump’s press conference on Thursday was supposed to be a reset moment. Instead, the event became an extended sideshow of epic proportions. It’s unclear how, or if, Trump will be able to lead his administration into calmer waters.”

McConnell Won’t Seek Democratic Votes

Senate Majority Leader Mitch McConnell said that Republicans will repeal and replace the health care law and overhaul the tax code without Democratic help or votes, the AP reports.

Said McConnell: “It’s clear that in the early months it’s going to be a Republicans-only exercise. We don’t expect any Democratic cooperation on the replacement of Obamacare, we don’t expect any Democratic cooperation on tax reform.”

Caitlin Owens: “Republicans can’t do everything they want to on health care without Democratic votes, under Senate rules. They can do a lot through a process called budget reconciliation, which allows them to pass budget-related policy with just 51 votes. But they can’t touch central elements of Obamacare.”

“A number of senior White House officials, including Press Secretary Sean Spicer, have at one point downloaded the Confide messaging app that touts “military grade encryption,” allowing users to secretly and securely message one another. But it may be a great deal less secure than they think,” BuzzFeed reports.

“Cybersecurity experts warn that the Confide app, which boasts a feature that deletes messages as soon as they are read, is rife with security concerns. It also raises questions about whether senior members of the White House should be using an app which purposefully deletes their conversations, potentially flouting rules requiring that they keep an accurate record of communications within the White House.”

Ryan Struggles to Sell Tax Reform to His Own Party

“Paul Ryan showed up to Senate Republicans’ weekly lunch on Tuesday hoping to salvage a controversial pillar of his tax reform plan that would change how imports and exports are taxed,” Politico reports.

The next day, Sen. Tom Cotton (R-AR) took to the Senate floor to slam Ryan’s so-called “border adjustment tax,” saying “some ideas are so stupid only an intellectual could believe them.”

“The sequence was an ominous sign for a linchpin of Ryan’s tax plan — and perhaps for the prospects of tax reform happening at all. The border adjustment tax would generate more than a trillion dollars over a decade; there’s no obvious way to replace that money, which is needed to help pay for a steep cut in corporate and income taxes.”

McConnell Says Trump Makes It Harder on Himself

Senate Majority Leader Mitch McConnell (R-KY) told the Weekly Standard that President Trump’s approval rating would be “10 to 15 points higher if he allowed himself to stay on message.”

McConnell said he likes “what the president is doing,” citing deregulation efforts, his Supreme Court nominee, and Cabinet picks. But “what he’s saying makes everything harder.”
