Punchbowl News: “Republican leaders have doubts that the panel will be able to pass a rule allowing the House to consider the funding bill under a simple majority vote.”

“The Rules Committee has nine Republicans and four Democrats. Among those nine Republicans are three conservative hardliners: Reps. Ralph Norman, Chip Roy and Thomas Massie. The trio has the power to block any rule if they side with Democrats.”

“Norman famously hates CRs and told us last week he wouldn’t back a three-month stopgap bill. Roy’s SAVE Act was twinned to a six-month CR and failed on the floor last week. And Massie loathes Speaker Mike Johnson and seems to relish criticizing him publicly.”

Republican Governors Pull Plug on North Carolina

The Republican Governors Association has no plans to commit additional spending in the North Carolina gubernatorial race, National Review reports.

Said a spokesperson: “We don’t comment on internal strategy or investment decisions, but we can confirm what’s public — our current media buy in North Carolina expires tomorrow, and no further placements have been made.”

Melania Trump Was Paid to Attend Political Event

“Melania Trump has barely been seen on the campaign trail this year. One of the few times she has appeared at a political event, she’s received a six-figure paycheck – a highly unusual move for the spouse of a candidate,” CNN reports.

“The former first lady spoke at two political fundraisers for the Log Cabin Republicans this year, and she was paid $237,500 for an April event, according to former President Donald Trump’s latest financial disclosure form. The payment was listed as a ‘speaking engagement.'”

“But it’s a mystery who actually cut the check: Charles Moran, president of the Log Cabin Republicans, told CNN earlier this month the group did not put up the money for her to speak.”

A new Wisconsin Watch/MassINC poll in Wisconsin finds Kamala Harris leading Donald Trump, 53% to 46%, her largest lead in recent polling from this crucial swing state and nearly outside the survey’s +/-3.8% margin of error.

In a multi-candidate race, Harris received 51% support to Trump’s 45%.

In the U.S. Senate race, Tammy Baldwin (D) leads challenger Eric Hovde (R), 52% to 44%.

Goddard spent more than a decade as managing director and chief operating officer of a prominent investment firm in New York City. Previously, he was a policy adviser to a U.S. Senator and Governor.

Goddard is also co-author of You Won - Now What? (Scribner, 1998), a political management book hailed by prominent journalists and politicians from both parties. In addition, Goddard's essays on politics and public policy have appeared in dozens of newspapers across the country.

Goddard earned degrees from Vassar College and Harvard University. He lives in New York with his wife and three sons.
