“President Trump’s rationale for why he withheld congressionally approved aid to Ukraine changed overnight,” Vox reports.

“On Monday, Trump told reporters that his decision to withhold aid to Ukraine — a decision seemingly at the heart of a whistleblower complaint roiling Washington — was over his concerns to ensure that the country’s new government was doing everything possible to root out corruption. But asked a similar question on Tuesday, Trump’s talking point suddenly changed to his frustrations about European countries not spending enough on foreign aid.”

Trump Personally Ordered Hold on Ukraine Aid

“President Trump told his acting chief of staff, Mick Mulvaney, to hold back almost $400 million in military aid for Ukraine at least a week before a phone call in which Trump is said to have pressured the Ukrainian president to investigate the son of former vice president Joe Biden,” the Washington Post reports.

“Officials at the Office of Management and Budget relayed Trump’s order to the State Department and the Pentagon during an interagency meeting in mid-July… They explained that the president had ‘concerns’ and wanted to analyze whether the money needed to be spent.”

“Administration officials were instructed to tell lawmakers that the delays were part of an ‘interagency process’ but to give them no additional information — a pattern that continued for nearly two months, until the White House released the funds on the night of Sept. 11.”

‘This Is a Serious Problem for Us’

A Trump adviser was candid to CNN about the potential legal peril for President Trump asking Ukraine to investigate Joe Biden and his son: “This is a serious problem for us. He admitted doing it.”

However, another source close to the White House said Trump’s team “is treating the Ukraine story like the President’s taxes: That is, a problem but one that can potentially be fought out in the media and in the courts, if needed.”

Graham Urges Trump to Disclose Details of Ukraine Call

Sen. Lindsey Graham (R-SC) urged President Trump to release more details of his phone call with the Ukrainian president in which he urged an investigation of Joe Biden’s son, Politico reports.

Said Graham: “I would urge him to continue to be as transparent as possible and tell us as much as he can without compromising executive privilege, so that we can understand what happened.”

He added: “I believe that President Trump is going to blow you away with his willingness to disclose and be transparent about this phone call, because I think he did nothing wrong and he has nothing to hide.”

Trump Lays Out His Defense for Talking to Ukraine

Asked what he told the Ukrainian president about Joe Biden and son, Hunter, President Trump told ABC News, “You’re going to see.”

He added: ““We’re supporting a country; we want to make sure that country is honest. It’s very important to talk about corruption. If you don’t talk about corruption, why would you give money to a country that you think is corrupt? … So it’s very important that, on occasion, you speak to somebody about corruption.”

Aaron Blake: “Trump makes no mention about the Bidens, but he’s essentially doing what Giuliani did Thursday: He’s laying a preemptive defense for if it comes out that Trump did offer Ukraine something or threatened (explicitly or implicitly) to withhold something — such as $250 million in aid, which Trump did withhold for a time — in exchange for Ukraine investigating the Bidens.”

Ukraine Wants to Stay Out of U.S. Domestic Politics

“Ukraine wants to stay out of a domestic political battle in Washington and any attempt by either side to take advantage of Ukraine would damage relations,” a top official in President Volodymyr Zelenskiy’s administration told Reuters.

“Ahead of a meeting with President Donald Trump this week, Zelenskiy is caught in a fight between Republicans and Democrats over allegations that Trump pressured Zelenskiy to investigate Democratic presidential hopeful Joe Biden.”

Trump Says He Might Release Transcript of Call

“President Trump told reporters on Sunday that he would consider releasing a transcript of his call with Ukrainian President Volodymyr Zelensky, which is said to be the subject of an intelligence community whistleblower complaint,” The Hill reports.

Said Trump: “We’ll make a determination about how to release it, releasing it, saying what we said.”

He defended his conversation with Zelensky as “perfect.”

Trump Admits He Spoke to Ukraine About Biden

President Trump appeared to acknowledge that he had discussed former Vice President Joe Biden in a July 25 phone call with Ukraine’s president that is the subject of a congressional investigation, Bloomberg reports.

Said Trump: “The conversation I had was largely congratulatory, was largely corruption, all of the corruption taking place. It was largely the fact that we don’t want our people, like Vice President Biden and his son, creating to the corruption already in the Ukraine.”

“President Trump in a July phone call repeatedly pressured the president of Ukraine to investigate Democratic presidential candidate Joe Biden’s son, urging Volodymyr Zelensky about eight times to work with Rudy Giuliani, his personal lawyer, on a probe,” the Wall Street Journal reports.

Washington Post: “The disclosure comes amid new details about the White House’s role in preventing Director of National Intelligence Joseph Maguire from complying with Congressional demands for the material in the complaint.”

“White House Counsel Pat Cipollone has been engaged in the matter since shortly after the whistleblower action surfaced, officials said, helping to identify legal obstacles to the sharing of information that could be politically damaging to Trump.”

Giuliani Urges Ukraine to Push Inquiries for Trump

Rudy Giuliani “is encouraging Ukraine to wade further into sensitive political issues in the United States, seeking to push the incoming government in Kiev to press ahead with investigations that he hopes will benefit Mr. Trump,” the New York Times reports.

“One is the origin of the special counsel’s investigation into Russia’s interference in the 2016 election. The other is the involvement of former Vice President Joseph Biden’s son in a gas company owned by a Ukrainian oligarch.”

“Mr. Giuliani’s plans create the remarkable scene of a lawyer for the president of the United States pressing a foreign government to pursue investigations that Mr. Trump’s allies hope could help him in his re-election campaign.”

Putin Says He Made Offer to Trump on Ukraine

“Vladimir Putin told Russian diplomats that he made a proposal to Donald Trump at their summit this week to hold a referendum to help resolve the conflict in eastern Ukraine, but agreed not to disclose the plan publicly so the U.S. president could consider it,” Bloomberg reports.

“Details of what the two leaders discussed in their summit in Helsinki, Finland, remain scarce, with much of the description so far coming from Russia.”

Cohen Was ‘Paid by Ukraine’ to Arrange White House Talks

Michael Cohen “received a secret payment of at least $400,000 to fix talks between the Ukrainian president and President Trump,” sources in Kiev close tell the BBC.

“The payment was arranged by intermediaries acting for Ukraine’s leader, Petro Poroshenko, the sources said, though Cohen was not registered as a representative of Ukraine as required by US law.”

“The meeting at the White House was last June. Shortly after the Ukrainian president returned home, his country’s anti-corruption agency stopped its investigation into Trump’s former campaign manager, Paul Manafort.”

Decision Time for Obama on Ukraine

Morning Line: “President Obama’s meeting today with German Chancellor Angela Merkel in Washington is fraught with all kinds of geopolitical consequences. The president has been reluctant to intervene militarily in the fighting between Ukraine and pro-Russian separatist rebels. He thought sanctions that appeared to be weakening Russia’s economy would lead to a de-escalation of violence, but fighting has been taken to new heights in recent weeks in the Eastern part of the country and Obama is facing new pressure to arm Ukraine. Chancellor Merkel is opposed to arming the rebels, as she tries to broker a peace deal and tries to balance her economic relationship with Russia and Putin.”

Bloomberg: “Obama’s delay in making his move until after Merkel’s visit reflects not only the gravity of the situation and the dueling arguments, but his emphasis on international alliances, his own deliberative nature and the degree to which he’s concentrated power on foreign policy in the White House. … A U.S. official who is also close to the debate declined to predict what Obama will decide after meeting with Merkel.”
