Markey Vows to Restore Supreme Court Filibuster

Sen. Edward Markey (D-MA) “insists that once his party regains the Senate majority — whenever that may be — Democrats will restore the 60-vote threshold needed to advance Supreme Court nominees, which was demolished by Republicans last week,” Politico reports.

Said Markey: “We will ensure that for the Supreme Court, there is that special margin that any candidate has to reach because that is essential to ensuring that our country has a confidence in those people who are nominated. Rather than just someone who passes a litmus test.”

Putin Claims U.S. Will Fake Chemical Weapons Attacks

Russian President Vladimir Putin said that his country “had information that the United States was planning to launch new missile strikes on Syria, and that there were plans to fake chemicals weapons attacks there,” Reuters reports.

America’s Most and Least Popular

A new series of Morning Consult polls finds that Sen. Bernie Sanders (I-VT) is America’s most popular senator, while Senate Majority Leader Mitch McConnell (R-KY) held his spot as the least popular.

Among governors, New Jersey’s Chris Christie (R) is the least popular, while Republicans in traditionally blue states — Charlie Baker of Massachusetts and Larry Hogan of Maryland — are the most popular.

Why Republicans Are Panicking In Kansas

As voters head to the polls today for a special election in Kansas, an internal poll circulating among Republicans showed Ron Estes (R) up by only a single point as of last week, the Wichita Eagle reports.

First Read: “Estes should still be the favorite in this typically ruby-red district, but in a low-turnout election with a fired-up Democratic base and a demoralized Republican one, a close race or even a Thompson win is certainly possible. Even a single-digit loss for Democrats here would be a huge coup for the party, especially ahead of next week’s contest in in Georgia. One important note, though: The Republican enthusiasm gap in Kansas shouldn’t be interpreted as solely a Trump-related problem; GOP Gov. Sam Brownback’s dismal approval ratings in the state have been a significant factor weighing Estes down.”

Looking for Early Signs of a Wave

Sean Trende: “Since the inauguration of Donald Trump, speculation has abounded as to whether his unpopularity could drag down the Republican House majority in 2018.  We’ve seen massive protests in liberal enclaves, but we haven’t had a whole lot of evidence as to whether that energy will translate to votes in red areas of the country.”

“We’ll get our first tests of this theory in a series of special elections to be held over the next few months.  These elections are being held in districts that range from light red to deeply red, so a loss here – or even a series of unusually tight races – would be consistent with the narrative that the GOP majority is in trouble.”

Charlie Cook: “The Kan­sas and Geor­gia spe­cial elec­tions, along with the Vir­gin­ia gov­ernor race, are the ca­nar­ies in the coal mine that ana­lysts will be ex­amin­ing for hints of what’s to come in the 2018 midterm elec­tions. Pres­id­en­tial elec­tion years have be­come in­creas­ingly more par­lia­ment­ary, as every 2016 Sen­ate elec­tion and 400 out of 435 House races voted the same way as the pres­id­en­tial races in those con­stitu­en­cies.”

Republicans Avoid Town Hall Meetings

Reps. Leonard Lance (R-NJ) and Ryan Costello (R-PA) “appear to be the only swing-district Republicans who voted for their party’s bill to replace Obamacare who will directly face constituents over the April recess,” according to a USA Today analysis of scheduled town halls.

“The lack of town hall meetings in key swing districts during a spring break that lasts until April 23 underscores the party’s precarious political position on health care and peaking civic activism by progressives.”

Playbook: “It’s never a good sign when lawmakers don’t want to interact with their constituents when they are back home. Republicans need a clear message on what they are doing on health care. The last-minute legislative gambit to pass a bill focused on high risk insurance pools in the House Rules Committee doesn’t appear to have done the job.”

Trump Solidifies Grip on the Republican Party

Politico: “Now comes stage two of President Donald Trump’s takeover of the Republican Party. With the Republican National Committee firmly in his control, the White House and Trump’s political allies are now moving to lock down the state Republican parties, installing loyalists in top positions and laying the groundwork for the 2018 midterms and his 2020 reelection campaign in key swing states.”

“Under the watchful eye of the president and the White House political office, Trump skeptics have been ousted from atop state committees. Lines of contact have been established to gauge the political temperature on the ground and monitor key upcoming races — beginning with the 2017 governor and attorney general races in Virginia.”

White House Still Looking for Health Care Deal

Playbook: “President Trump has said he is done with health-care reform, and is moving onto an overhaul of the tax code. But behind the scenes, top White House officials are still calling Republicans, looking for a deal on a health-care overhaul. The bill went down in flames a few weeks ago, but the thinking is that the White House can’t just give up and walk away from their central campaign promise to repeal Obamacare. The effort has left Hill Republicans scratching their heads.”

“A sharp Republican makes this observation: The White House is not so good at internal congressional dynamics. OMB Director Mick Mulvaney, VP Mike Pence and HHS Secretary Tom Price — the leaders of the health-care reform effort — are all former lawmakers, but they all lost internal party elections when they were in Congress. They haven’t proven terribly adept at counting votes.”

Infrastructure Plan Faces Same Obstacles as Health Care

Politico: “Trump’s plan, expected to be released as early as May, has already faced months of skepticism from some conservative deficit hawks — even though it’s likely to call for far less direct federal spending than its eye-popping price tag implies. Meanwhile, Democrats are crying foul at suggestions that the blueprint will include hefty tax breaks for private investors and a shredding of permit requirements.”

“And even if the plan entails just a few hundred billion dollars in direct federal spending on roads, bridges, tunnels, railroads and airport upgrades — as most leaks to date indicate — no easy answers exist on where Congress would find that money. Trump is expected to let lawmakers do the heavy lifting on those details, which most likely depend on Congress’ ability to craft a once-in-a-generation overhaul of the tax code.”

Eric Trump told the Daily Telegraph that President Trump’s decision to launch a cruise missile attack on Syria proved he is not in league with Russia and will not be “pushed around” by Vladimir Putin.

“He also confirmed that President Trump’s decision to bomb a Syrian airbase to punish President Bashar al-Assad for a nerve gas attack last week was influenced by the reaction of his sister Ivanka, who said she was ‘heartbroken and outraged’ by the atrocity.”

Club for Growth Goes After Moderate Republicans

“The conservative Club for Growth said Monday that it is targeting 10 moderate House Republicans with a $1 million ad campaign, offering a glimpse into the right’s strategy for pushing through a GOP health-care overhaul,” the Washington Post reports.

“The ads, set to begin Tuesday, come at the beginning of a two-week congressional recess — and after the latest bid to reconcile warring GOP lawmakers and resurrect the American Health Care Act fell short last week.”

“But the Club for Growth sees a path to the bill’s passage: convincing more moderate — or less stridently conservative — Republicans to swallow a proposal favored by the House Freedom Caucus that would allow states to seek waivers of several Affordable Care Act insurance mandates.”

Federal Judge Strikes Down Texas Voter ID Laws

“A federal judge has ruled — for the second time — that Texas lawmakers intentionally discriminated against Latino and black voters in passing a strict voter identification law in 2011,” the Texas Tribune reports.

“The 10-page ruling, if it withstands almost certain appeals, could ultimately put Texas back on the list of states needing federal approval before changing election laws. A 2013 Supreme Court ruling sprung Texas and other states with a history of discrimination from that list.”

Trump Records Robocall for Kansas Special Election

President Trump has recorded a robocall in support of Kansas State Treasurer Ron Estes’ bid for the House seat vacated by CIA Director Mike Pompeo, Axios reports.

“The special election is tomorrow, and it’s the first Congressional election since Trump took office. The Republican nerves are showing; Kansas’ 4th should be safe for the GOP — it’s home to Koch Industries and party mega-donor Charles Koch — but they’re still pulling in the big guns, including Mike Pence, Ted Cruz and now Trump.”

Said Trump: “Ron is going to be helping us, big league… I need Republicans like Ron Estes to help me get the job done.”

Bentley Takes Plea Deal and Resigns

Embattled Alabama Gov. Robert Bentley (R) “agreed to a deal that forced him to resign the office of governor, plead guilty to two misdemeanors and agree to never again to hold public office,” the Birmingham News reports.

“The extraordinary agreement, hammered out over the weekend and throughout the day… requires Bentley to repay the state for misused funds and perform community service. In response, the state attorney general’s office will not pursue other felonies against Bentley, including those referred for prosecution last week by the Alabama Ethics Commission.”

“Whether the governor faces jail time on the misdemeanors – which are technically punishable by as much as a year in prison – is left to the judge who will sentence him. It is unlikely he will serve time.”

Putin Refuses to Meet with Tillerson

“The Kremlin said on Monday that U.S. Secretary of State Rex Tillerson will not meet President Vladimir Putin when he visits Moscow on Wednesday, a move that could point to tensions over a U.S. missile attack on a Syrian air base last week,” Reuters reports.
