Senate Passes Funding Package

January 30, 2026 · 7:14 pm ET · Leave a Comment

The Senate passed a government funding package that allows Congress and the White House to renegotiate full-year funding for DHS and rein in President Trump’s immigration crackdown.

The vote was 71 to 29. The measure now heads to the House, which isn’t returning to Washington until Monday.

Senate Finally Reaches Deal to Pass Spending Bill

January 30, 2026 · 5:02 pm ET · Leave a Comment

“The Senate reached an agreement to pass a package funding huge chunks of the federal government through September but setting a two-week stopwatch on the expiration of Homeland Security funding,” Semafor reports.

“After a day of haggling with Sen. Lindsey Graham, R-S.C., over his priorities, Senate Majority Leader John Thune locked in a deal to vote on five spending bills as well as the stopgap DHS bill.”

Politico: “As part of that agreement struck among all 100 senators, the chamber will vote on seven amendments to a sweeping appropriations package.”

Republicans Lament the Spending Deal Trump Blessed

January 30, 2026 · 5:01 pm ET · Leave a Comment

“The spending deal under consideration in the Senate may have President Trump’s imprimatur, but as they begin voting on it hours before a midnight shutdown deadline, some hard-right Senate Republicans have made it clear they are not happy about it,” the New York Times reports.

“Republican critics of the deal between Mr. Trump and Senator Chuck Schumer, Democrat of New York and the minority leader, have argued that it cedes too much ground to Democrats on immigration, an issue where their party has until now had the political upper hand.”

Mike Johnson Braces for Conservative Revolt

January 30, 2026 · 8:12 am ET · Leave a Comment

“As the Senate prepares to kick government funding back to the House, Speaker Mike Johnson is staring down another revolt from his right flank,” Axios reports.

“While removing Department of Homeland Security funding from the overall package was not Johnson’s preferred approach, most members want to avoid a government shutdown.”

“But on top of a lengthy list of demands from Democrats around ICE, expect an even longer one from the House Freedom Caucus, centering on sanctuary cities, immigration enforcement and border security.”

Democrats and White House Make Deal to Avoid Shutdown

January 29, 2026 · 5:58 pm ET · Leave a Comment

“Senate Democrats have struck a deal with Republicans and the White House to pass five spending bills to fund a large portion of the government for the remainder of the fiscal year, as well as a stopgap measure to fund the Department of Homeland Security for two weeks while they continue negotiating guardrails to rein in immigration agents,” the New York Times reports.

“Republicans had pushed to fund the department for several weeks, but Democrats insisted on a shorter-term measure. It is unclear how quickly the House can and will process those funding bills after the Senate passes them.”

Deal Close to Avert Shutdown

January 29, 2026 · 5:01 pm ET · Leave a Comment

“Suddenly, everybody’s talking and compromise is in the air,” Bloomberg reports.

“There are still plenty of way for things to go sideways, but Republicans and Democrats in the Senate and White House officials appear to be working to defuse a crisis spawned by the killings of two US citizens by federal immigration agents in Minnesota.”

“The emerging plan would split off DHS money from the rest of the agencies, which would get funding through the rest of the fiscal year. DHS would operate on a temporary stopgap — length to be determined — to give time for negotiations on some guardrails Democrats want put on immigration enforcement.”

NBC News: Trump says he and Democrats are “getting close” to a deal to resolve shutdown fight.

Schumer and White House Negotiate to Avert a Shutdown

January 29, 2026 · 5:37 am ET · Leave a Comment

Punchbowl News: “Senate Minority Leader Chuck Schumer and the White House are negotiating a framework to pass five of the six outstanding FY2026 funding bills, as well as a stopgap measure for the Department of Homeland Security.”

“Under this framework, Congress would pass a short-term DHS patch to allow for negotiations to continue over new limits on ICE and CBP agents as they implement President Donald Trump’s immigration crackdown. The Senate Republican leadership began the week by saying Democrats should agree to pass all six spending bills, which Schumer has refused to do.”

“If Schumer and the White House come to an agreement, there would still likely be a funding lapse over the weekend.”

Playbook: “News emerged last night that the White House is considering a short-term deal to avert a government shutdown while negotiations continue with Democrats over reforms to ICE — just the latest sign of Donald Trump’s stunning reverse-gear on immigration.”

New York Times: Trump and Schumer move toward possible deal to avert a shutdown.

Congress Slides Towards Shutdown

January 28, 2026 · 6:07 pm ET · Leave a Comment

“The Senate is on a collision course for the second shutdown since October as the two parties clash over the future of ICE,” Punchbowl News reports.

“Senate Democrats unveiled a list of demands for the DHS funding bill, sending GOP leaders and the White House scrambling ahead of Thursday’s procedural vote on a massive funding package that includes money for ICE.”

“Senate Majority Leader John Thune hoped that Democrats would be satisfied with executive actions by President Donald Trump to defuse the crisis set off by Saturday’s shooting of a Minneapolis protester by federal agents. That would ensure that the funding package doesn’t have to go back to the House, where it faces an uncertain future. But it’s clear that the massive funding bill won’t pass as-is.”

Senate Searches for a Deal to Avoid a Shutdown

January 28, 2026 · 5:58 am ET · Leave a Comment

Punchbowl News: “Senate Republicans returned to Washington remarkably clear-eyed about the dismal state of President Donald Trump’s harsh immigration crackdown. Now comes the hard part — navigating a procedural morass to rein in DHS and avert a government shutdown on Friday night.”

“The unusually adversarial posture from GOP senators has fueled an overwhelmingly bipartisan consensus that something needs to change after federal immigration agents fatally shot Alex Pretti in Minneapolis on Saturday. It was the second such deadly shooting by federal agents and has sparked an intense national uproar.”

“So there appears to be a bipartisan will to get something done. The substance will be a challenge.”

Democrats Make a Calculated Move on ICE

January 27, 2026 · 7:41 am ET · Leave a Comment

Senate Democrats have quietly settled on their opening bid for the Homeland Security funding bill and it’s telling.

Instead of swinging for the fences, they’re proposing a set of restraints and reforms aimed at ICE and the administration’s mass deportation push.

Trump’s High-Stakes Bid to Dole Out More in Tax Refunds

January 26, 2026 · 7:30 pm ET · Leave a Comment

Wall Street Journal: “The annual tax-filing season that opened Monday will produce a cash surge estimated at $100 billion beyond last year’s $329 billion total, and it is engineered to buoy Republicans’ sagging voter approval. Public confidence in Trump’s economic leadership has slumped, and better-than-expected growth hasn’t overcome Americans’ anxiety about the cost of living and a slowed job market.”

“At stake is whether Republicans can retain narrow House and Senate majorities that give them the authority to control the federal agenda and prevent investigations of Trump.”

“The tax-policy strategy is simple: Put money in voters’ wallets and get rewarded at the polls. In reality, it is a double-bank shot with little guarantee of success.”

Headed for a Shutdown

January 26, 2026 · 6:32 am ET · Leave a Comment

Punchbowl News: “Saturday’s horrific shooting — and the Trump administration’s handling of the aftermath — galvanized Senate Democrats, who quickly united on a strategy to block the six-bill FY2026 funding package unless the DHS funding, which includes ICE, is stripped out and renegotiated. This would require the House to vote again. And that’s a serious problem since the chamber is on recess all week.”

“A big shift? House and Senate Democrats want fundamental changes to how ICE operates in cities around the country. Trump and top administration officials have, up until now, shown few signs of changing course in his nationwide immigration crackdown.”

“However, Trump told the Wall Street Journal’s Josh Dawsey Sunday night that the Pretti shooting will be reviewed and the Minnesota-focused ICE surge will end ‘at some point.’ Inside the administration, there’s a stark realization that the Minneapolis shootings have been catastrophic politically, and they’re losing ground on an issue that Republicans have dominated.”

Republicans May Pull Homeland Security Funding

January 24, 2026 · 11:41 pm ET · Leave a Comment

“Bipartisan legislation to fund a broad swath of the government and avert a shutdown at the end of the week appeared to be in grave danger on Saturday, as key Senate Democrats vowed to oppose it after federal agents shot and killed a Minneapolis resident,” the New York Times reports.

“Recognizing the depth of Democratic outrage, Senate Republicans immediately began examining whether they could separate the homeland security funding from the rest of the package and preserve the bulk of what had been a bipartisan deal to fund a large chunk of the government.”

“The measure also funds the Pentagon and State Department, as well as health, education, labor and transportation programs.”

Trump Budget Office Orders Review of Blue State Funding

January 22, 2026 · 12:57 pm ET · Leave a Comment

“The Trump administration has ordered Cabinet agencies to review federal funding for a group of Democratic-controlled states, as the administration looks to cut off resources for ‘sanctuary’ jurisdictions that refuse to collaborate with immigration enforcement authorities,” the Washington Post reports.

“The White House Office of Management and Budget ordered all federal agencies except the Defense and Veterans Affairs departments to report every grant, loan, contract, subcontract and ‘other monetary awards’ to a group of 13 states and Washington, D.C.”
