Playbook: “There is an increasing recognition in the White House and among his most important allies on Capitol Hill that the only way for President Trump to get movement on his border wall is to figure out a way to build the barrier on his own. He thinks he has options — national emergency, other executive action — but it’s almost time to put a nail in the coffin of his congressional efforts.”

There is no deal with Dems to be had… All available public and private evidence tells us Trump’s talks with Speaker Nancy Pelosi and Senate Minority Leader Chuck Schumer are at a complete impasse, despite what some of his aides and allies seem to tell him. (People also convinced the president that he would have more leverage in January when Dems took the House!)”

“Trump is running up against a Democratic House that is doing exactly what it said it would do: block his wall. And he’s not going to split Schumer and Pelosi. There is no space between the two leaders on this issue.”

“Members of President Trump’s campaign and transition team had more than 100 contacts with Russian-linked operatives,” USA Today reports.

“The milestone illustrates the deep ties between members of Trump’s circle and the Kremlin. The findings, tracked by the Center for American Progress and its Moscow Project, come amid reports that special counsel Robert Mueller is nearing the conclusion of the two-year investigation into Russian collusion in the 2016 election and possible obstruction of justice by the president.”

GOP Senators Seek Big Immigration Deal to End Shutdown

“Staring at a prolonged government shutdown, Republican senators are privately planning to court Democratic senators on an immigration deal that would give President Trump money for his border wall and include several measures long-sought by Democrats,” CNN reports.

“Those items include changes to help those who are a part of the Deferred Action for Childhood Arrivals program as well as immigrants from El Salvador and other countries impacted by the Temporary Protected Status program – along with modifications to H-2B visas.”

“The plan is in its very early stages. Its chances of success are still very uncertain at best, Republicans cautioned.”

Collins Says Trump’s Threat Is ‘Dubious’

Sen. Susan Collins (R-ME) told NBC News that President Trump’s threat to declare a national emergency to get funding for the border wall “a very dubious move from the constitutional perspective.”

She added: “Without congressional authorization is not what I think is intended by the national emergency act.”

When asked her views about Trump walking out of a meeting with congressional leaders: “It makes me worried about whether… we are able to get to a compromise this week. I’m worried about what the end game is. This cannot be allowed to go on forever.”

“President Trump has long believed that keeping opponents off balance is the best way to win a negotiation. But nearly three weeks into a partial government shutdown, his usual playbook doesn’t seem to be working,” the Washington Post reports.

“In his fight for a section of border wall, the president has dispatched aides to negotiate with lawmakers only to undercut their offers. He has declared a ‘crisis’ at the U.S.-Mexico border but abruptly dropped a talking point about an influx of terrorists after it was proved false. And he has vacillated between threatening to declare a national emergency and professing to prefer a negotiated deal with Democrats.”

“Trump’s approach is a hallmark of a president who eschews strategic planning and preparation in favor of day-to-day tactical maneuvering and trusting his gut. “Tom Steyer, the California billionaire who has crusaded for President Trump’s impeachment, said on Wednesday that he would not join the pack of Democrats running for president in 2020 and would instead redouble his efforts to topple Mr. Trump before the election,” the New York Times reports.

Deputy Attorney General Rod Rosenstein intends to stay in his post until special counsel Robert Mueller “submits a report to the Justice Department on the Russian meddling investigation,” NBC News reports.

“The source said that would mean Rosenstein would remain until early March.”

“Several legal sources have said they expect the Mueller team to submit its report by mid-to-late February, although they said that timeline could change based on unforeseen investigative developments.”

Trump tweeted that it was “a total waste of time.”

A new University of Virginia study found higher rates of bullying and certain types of teasing in areas where voters favored Donald Trump over Hillary Clinton in the 2016 election.

“Seventh- and eighth-graders in areas that favored President Trump reported bullying rates in spring 2017 that were 18% higher than students living in areas that went for Clinton. They were also 9% more likely to report that kids at their schools were teased because of their race or ethnicity.”

FDA Says Most Food Inspections Halted

“The furloughing of hundreds of Food and Drug Administration inspectors has sharply reduced inspections of the nation’s food supply — one of many repercussions of the partial government shutdown that make Americans potentially less safe,” the Washington Post reports.

“The agency, which oversees 80 percent of the food supply, has suspended all routine inspections of domestic food-processing facilities, FDA Commissioner Scott Gottlieb said in an interview. He said he’s working on a plan to bring back inspectors as early as next week to resume inspections of high-risk facilities, which handle foods such as soft cheese or seafood, or have a history of problems.”
