Josh Kraushaar: “The seeds of Demo­crat­ic re­new­al can be found in the af­flu­ent neigh­bor­hoods of At­lanta and its north­ern sub­urbs, where a quiet protest against Don­ald Trump’s Re­pub­lic­an Party took place on Elec­tion Day. The di­verse, mod­er­ate-minded con­stitu­ents of Health and Hu­man Ser­vices Sec­ret­ary de­sign­ee Tom Price took a markedly dif­fer­ent view of Trump than work­ing-class white voters in the Rust Belt. Mitt Rom­ney car­ried this dis­trict with 61 per­cent of the vote in 2012—a seat that The Al­man­ac of Amer­ic­an Polit­ics dubbed a ‘safe Re­pub­lic­an dis­trict’—but Trump eked out just a 1-point win over Hil­lary Clin­ton in 2016.”

“The res­ults from the At­lanta sub­urbs of­fer Demo­crats a play­book for how to com­pete in the fu­ture—win over so­cially lib­er­al, fisc­ally con­ser­vat­ive voters who tra­di­tion­ally lined up with Re­pub­lic­ans. This would pair the di­verse Obama co­ali­tion with voters who have favored free mar­kets and a tough-minded for­eign policy. It would be a throw­back to the cent­rist policies of Bill Clin­ton, along with a full-throated em­brace of a di­ver­si­fy­ing Amer­ica. It would con­cede some of the white work­ing-class gains to Trump, while mak­ing an ag­gress­ive push to bring col­lege-edu­cated sub­urb­an­ites in­to the Demo­crat­ic fold.”

President Obama “still doesn’t think Donald Trump can handle the nuclear codes or safely protect America from attack — he just doesn’t want to talk about it anymore,” Politico reports.

Said White House press secretary Josh Earnest: “My assessment would be that his opinions have not changed, but the time and place for presenting those opinions has come and gone, and we’re focused on a transition.”

Senate Begins Process to Repeal Obamacare

New York Times: “As Democrats in both chambers seethed, Senator Mitch McConnell of Kentucky, the majority leader, unveiled the legislative language that could decimate the Affordable Care Act before the crocuses start to bloom in the spring, even if any replacement of the law could take years.”

“Budget language released on Tuesday gives House and Senate committees only until Jan. 27 to produce legislation that would eliminate major parts of the health care law. Under arcane budget procedures, that legislation would be protected from a Democratic filibuster and could pass the Senate with a simple majority. And debate will begin on Wednesday, before senators have even moved into their new offices.”

Wall Street Journal: “A repeal effort could create upheaval in the insurance markets and the loss of coverage for millions of Americans. It could also could spark a backlash in the 2018 elections.”

A real estate broker tells the Washingtonian that Ivanka Trump bought a $5.5 million house in Washington, D.C.

The broker “would not disclose the house’s location, citing contractual obligations to his client not to share that information. However, multiple real-estate sources say Trump and husband Jared Kushner will move into 2449 Tracy Pl, NW, in Kalorama. That will put the couple less than two blocks from the Obamas, who will reportedly move here post-White House.”

“Bill and Hillary Clinton have decided to attend the inauguration of Donald Trump as the 45th President of the United States,” New York Magazine reports.

Politico: “The news comes as former President George W. Bush and his wife Laura also announced Tuesday that they will be attending the inauguration. Both former presidents, who are offered tickets to all inaugurations, had put off the decision about whether attend until the new year. Neither supported Trump’s election.”

“Watching a rival sworn in from up close has happened several times in American politics, including when outgoing vice presidents Richard Nixon in 1961 and Al Gore in 2001 watched from the risers as the men who had beaten them for the presidency raised their hands for the oath of office.”

The Hill reports the final vote totals were 239 votes for Paul Ryan, 189 votes for Rep. Nancy Pelosi (D-CA), two votes for Rep. Tim Ryan (D-OH) and one vote each for Reps. Jim Cooper (D-TN), John Lewis (D-GA) and Daniel Webster (R-FK).

Washington Post: “The near-unanimous vote for Ryan stands as a strong show of Republican unity as the party embarks on an ambitious legislative agenda that, for the first time in eight years, has a real chance to be signed into law.”

“But the 24 hours preceding the vote showed that unity can be fleeting: His reelection came less than two hours after Republicans held an emergency meeting to reverse proposed changes that would roll back the authority of the independent Office of Congressional Ethics. Ryan opposed those changes ahead of a Monday night conference meeting, but lawmakers voted for them anyway — then agreed to reverse course Tuesday after a public firestorm.”

New York Gov. Andrew Cuomo (D) is proposing to offer free tuition at New York public colleges to eligible residents, the AP reports.

“Cuomo’s plan would provide free tuition to a State University of New York or City University of New York college, including two-year community colleges, for residents whose families earn less than $125,000.”

Charlie Cook: “Barack Obama’s two White House vic­tor­ies ob­scured dev­ast­at­ing losses in 2010 and 2014 on the state level in both le­gis­lat­ive and gubernat­ori­al races. An aging con­gres­sion­al lead­er­ship and little turnover due to high reelec­tion rates caused stag­na­tion in the House, prompt­ing many up-and-com­ing Demo­crats to leave be­cause they saw no near-term pro­spects for ad­vance­ment.”

“Those state-le­gis­lat­ive losses amoun­ted to des­troy­ing the seed corn for the fu­ture in the lower cham­ber, and gubernat­ori­al losses de­pleted the ranks of fu­ture Sen­ate and pres­id­en­tial as­pir­ants.”
